‘Vagrant vessels’: Concerns grow over floating homeless camp in Virginia Beach
VIRGINIA BEACH, Va. (WAVY) — There is a growing concern involving a homeless floating flotilla on London Bridge Creek, and in recent weeks the flotilla has only expanded.
The last time 10 On Your Side saw Matt Gross, which was the name he gave us, we were on the creek. WAVY’s Andy Fox told him we were surprised there aren’t more people at his homeless campsite.
“Well, I run them off … I told them they can’t stay here,” he said.
That was on March 20, 2023 , when we found Gross living at a campsite along the London Bridge Creek, north of the 264 overpass at Lynnhaven Drive.

He was homeless living on the property with another man named Chris. Gross also had a vessel called the “Feebus” which may or may not have been operable.
The owner of the property was alerted to the homeless presence in our report on March 20. He said at the time they had to leave the property, which they eventually did.
Seven months later on October 31, 2023 , we found the “Feebus” tied up down London Bridge Creek near Potters Road and Lynnhaven Drive. At the time, 10 On Your Side didn’t see anyone at the site where the vessel was tied up in the middle of the creek.
There was also a raft with an American flag and what looked like a submerged jet ski.
Then 10 months later on Monday, August 12, we found the “Feebus” again. But the flotilla site has expanded to 10 vessels on the water: three boats, three rafts or barges, three kayaks and one submerged vessel.
WAVY’s Andy Fox stood on a recently cleared Virginia Beach-owned piece of property that’s parallel to the floating flotilla, and yelled: “Is anyone on the two boats?”
The man who we saw in March 2023, Matt Gross, suddenly appeared on a vessel that was now tied up to the “Feebus.”
“Are you going to leave the vessel?” Fox asked.
Gross shrugged his shoulders, suggesting “I don’t know.”
Gross, once homeless on land, is now homeless on the sea, the creek.
He would argue he is living on a boat, but it is a vessel that he is not given permission to live on by the owner.
“Do you know who owns the boats?” Fox yelled.
Gross yelled back: “They both are mine.”
However, that is not true.
According to the “Feebus” certificate of title with register #3301, it is owned by Bobby Kung of Fredericksburg, not Matt Gross.
Gross would not come to shore, so 10 On Your Side had to yell across the water: “The son (of the man who owned the Feebus) has the title and it is in his name. Are you aware of that?”
Gross gives a thumbs up suggested he does know that.
10 On Your Side yells back: “The son has the title, are you aware of that?”
Gross gave a thumbs up.
“You are, now he wants you to leave that vessel. Are you going to leave that vessel?”
Gross shrugs his shoulders, suggesting he doesn’t know.
10 On Your Side spoke with Kung by phone. His name is on the “Feebus” title and is the official owner of the vessel.
“I understand it is causing a nuisance, and, yes, it would probably benefit all those people in the community around it for him to vacate, and for Mr. Provost to dispose of it.”
Mike Provost has made a name for himself, removing to date 51 derelict vessels like the one Gross is now considered squatting on. He founded and operates the Vessel Disposal and Reuse Foundation (VDRF).
Provost decided to take this case in October 2023.
He has been given written permission by Kung to remove the vessel, and Provost has the money from Virginia Beach to do it.
“Several members of the adjacent neighborhood had contacted us via email and expressed concern about the growing homeless encampment here on the London Bridge Creek.”
It should be noted that, according to Kung, after his father died the father’s wife had the “Feebus.” And at some time either gave Gross or someone the “Feebus.”
However, Kung said his father’s wife did not have the authority to give the boat to anyone, because it is Kung whose name is on the boat title, and he was put on the title by his father.
In the meantime, residents in the nearby Brookegreene Commons neighborhood are frustrated by their neighborhood being the gathering spot for homeless people, whom they claim steal water from residents. They are also concerned about the growing flotilla out on the creek.
“They’re passing the buck back and forth to each other,” said Rich Madden about the city and law enforcement. He said they go back and forth on who should patrol the creek to control the growing flotilla.
“When I hear about the flotilla. What do I think? It’s horrible,” Madden said.
Madden sent pictures of the wayward boat.
“The boat was vacant. I got a picture of the boat floating by. It comes by every couple of days with the tide. It’s loose with nobody in it. When the tide gets low it gets stuck on the banks.”
Provost is extremely concerned about the growing flotilla.
“In October, the first time I came out here, the damage that was being done environmentally was half. This site has now doubled in the past 10 months. There are vessels, more debris, more floating barges than in October 2023.”
Provost compares the flotilla to the problem of graffiti.
“It is just like graffiti on a side of a building. If you do not clean it up, more graffiti follows. If you do not clean up these vessels, more vessels show up.”
Provost also wondered: if the city does not do something now, will things get even worse?
“So, in 10 months the site has doubled. So, what happens if nothing gets done for another 10 months? Is it going to double again? It’s not fair to the neighborhoods. We need to get these things cleaned up as soon as possible.”
The city of Virginia Beach declined any on camera interviews, but sent this statement from Virginia Beach’s Director of Communications, Tiffany Russell. It says in part:
“(The) vessel is inhabited by an individual the owner has not authorized … this individual is known to the City, and the City has offered resources to the individual numerous times that have been declined … and (we) are actively working to resolve the issue within the framework provided by state code. “
Provost adds the importance of continued coverage of what’s happening on the creek,
“So, the main thing that WAVY’s helped, the foundation with is exposure and putting a light on these issues. Without WAVY’s assistance we would not be able to maintain momentum and get these programs complete. This is months in the making. We are hoping that WAVY can help find a way to get these things removed and disposed of.”
As for Matt Gross, he gets that he is not the owner. But city of Virginia Beach officials, listen up.
Gross told us: “If you get Bobby Kung down here, I will turn the boat over to him. I have no problem doing that. I will not turn it over to the city … I am not leaving until I have to.”

Abandoned and derelict vessels are a well-documented issue facing Virginia as outlined in the two public resources attached — Virginia Marine Debris Reduction Plan and the Virginia Abandoned and Derelict Vessels Work Group report. I thought these might be of interest to you for your story. However, unique to this case at London Bridge Creek is that the abandoned and derelict vessel is inhabited by an individual that the owner has not authorized. This individual is known to the City, and City has offered resources to the individual numerous times that have been declined. The General Assembly passed a new code section effective July 1 that allows for alternative options for the City to handle abandoned vessels. What I can share at this time is that we are in active communication with the unauthorized inhabitant, the vessel owner and Vessel Disposal & Reuse Foundation (VDRF), and are actively working to resolve the issue within the framework provided by state code. West virginia dnr floats idea of boat launch near washington works facility.

PARKERSBURG — State officials are interested in putting a boat launch area down river from the Washington Works plant and wants the county’s support to do it.
Officials with the West Virginia Department of Natural Resources appeared before the Wood County Commission on Monday to have a “preliminary conversation” about the idea. The officials were both from Charleston and Parkersburg who deal with fisheries and fish biology.
Zack Brown, assistant chief of operations for the Wildlife Resources Section, said it is at the beginning of a decision-making process for a property the DNR has owned since the 1970s along the Ohio River, referred to as Old Lock 19. The property is located just beyond the back of the former SABIC property at the end of Carborundum Road.
Locks and dams were previously on that section of the Ohio River. They were replaced with newer locks and dams.
The property was once watched over by a caretaker.
“Since that time, things have gone a little downhill,” Brown said. “There are some old structures there, an old power house, old residence buildings and other structures there.”
An old cemetery is nearby, Brown said.
“We are in the process of making a decision on what to do with the property,” Brown said. “We think it is a great opportunity to expand recreation and boat access in Wood County.”
The property is being used by people to “party,” officials said.
Brown wants the DNR and the county to come together and develop a “top-notch” facility to increase boating access on the seven acres of land they have available out there.
They do have limitations on what they can do with the funding they have, he said of money they get from hunting and fishing license fees.
Brown is proposing the county take over ownership of the property and the DNR would demolish the old structures and improve boating access, while the county could set up a small walking trail or other recreational opportunities.
The county already has three parks they maintain with a maintenance staff of five, Commission President Blair Couch said.
“We don’t have a lot of bodies,” Couch said. “We would have to find a user group that would help maintain this property.”
The state could put in a boat launching area, an expanded access ramp, expanding parking area and a courtesy dock as well as the design and engineering work, Brown said.
Commissioner Jimmy Colombo wondered how much time it could take to get everything in place which could take a few years.
However, he felt it would be a “win-win” situation for local residents as the nearest boat launches are in Belpre and Williamstown and this would provide that access for that part of the county.
“I was out on the river a couple times this summer and I was amazed by the number of boats out and the people who do that for recreation,” he said.
Couch said he was concerned about the ongoing costs the project might incur.
“We understand this is a preliminary discussion,” Couch said. “We need to do some more discussions.”
Colombo asked for what the DNR is proposing, including widening the road, the size of the boat ramp and more details.
“We want to have something concrete that we can talk about, too,” he said.
Brown said they would have to contact the Division of Highways about widening the road, but they could provide details, in writing, about what they could do there.
Couch said they would have to hold public hearings and meetings with other local officials to see what could be done.
“The real question is how much money we would have to put into this,” he said.
Couch suggested they need to go down with some interested parties and take a look at the property and see what might be done.
Brown said there has been vandalism at the property and they needed to have something done with it.
“We need to take care of the nuisance there and we have an opportunity to expand recreation and make it a nice place for the people of Wood County,” he said.

Off-duty Virginia firefighter rescues 6 people from boat fire near James River Bridge
NEWPORT NEWS, Va. — An off-duty firefighter helped rescue six men from the water near the James River Bridge on Sunday.
Jason Edwards, a 25-year veteran of the Newport News Fire Department, was on his fishing boat with his father and a friend when the emergency started. He says maybe two minutes after they left the marina, he saw a boat with heavy smoke coming from it.

“Over to my left by the bridge was the six individuals. Three of them had life vests. One of them had a safety ring and they had made their way up to the pilings," described Edwards.
They managed to get the men onboard. According to Edwards, two of them suffered severe burns.
“They were panicked. They were very thankful to see us. They were thankful to be able to get in the boat.”

The boat was taken in and authorities are investigating to find out what caused the fire. Chief Wesley Rogers is proud but not surprised to hear that Edwards jumped into action.
“It shows you the true heart that our first responders have,” said Rogers. “A lot of individuals would just kind of watch, report it as they sit, but our first responders think, ‘Hey, I’ve got to get out there. I’ve got to help.’ And that’s exactly what he did. He went right towards the danger. Without him, we don’t know what could have happened, but those individuals were lucky to have an individual like that ready to go and in that situation at the right time.”
“I’ve been on the boat my whole life, been on the water my whole life," Edwards added. "Owned several boats before and never been in a situation like that, to have to rescue someone into the boat.”

I love exploring places that fulfill my desire to get away without depleting my bank account. Eager to enjoy the outdoors after a chilly spring, I decided to book a trip to Virginia's only resort island, Chincoteague Island.
The 7-mile island on the Eastern Shore of Virginia is best known for its beaches, unspoiled nature, and proximity to herds of wild ponies on Assateague Island. The area's annual pony swim from Assateague to Chincoteague islands attracts about 50,000 visitors each year.
Though we didn't head to Chincoteague Island for the pony swim, I still wanted to see some of the estimated 150 ponies on the nearby Assateague Island via a boat tour. So, I booked a $50 boat ride to see the area's wildlife and the ponies.
Here's what my experience taking a boat tour around Chincoteague Island was like.
I registered for a boat tour around Chincoteague Island for $50 a person.
Research led me to Captain Dan's Around the Island Tours, which offers two-hour public and private cruises around Chincoteague Island.
Reviews raved about pony sightings in the mornings, so I booked a 10 a.m. public tour for my husband and me for $50 each. Though the ponies are located on Assateague Island, passengers can see them from the boat circling Chincoteague Island.
We drifted around Chincoteague Island through Chincoteague Bay and close to the shore of Assateague Island near the Chincoteague National Wildlife Refuge.
We arrived at the docks in Chincoteague before our departure time.

One of the company's captains, Doug, was aboard a pontoon boat idling at the dock, chatting with a couple who'd already arrived. An ominous forecast threatened our trip the night before, but the morning gave way to an overcast sky that the captain deemed safe.
The earlier forecast must've deterred other guests because we scored a semiprivate tour with a total party of six and enough seating for 10, with plenty of room to get comfortable.
Our small group boarded the boat and cruised down the Chincoteague Channel.
Doug welcomed us aboard the boat, briefly stopping each passenger to confirm their registration.
After a rundown of the tour, during which he described the route we'd be taking and when we could expect to see the ponies, he steered the boat into the Chincoteague Channel.
The captain told us about the area's local history and wildlife as we drifted along.
Six minutes in, a passenger pointed out a bald eagle perched on a nearby dock. We motored past osprey, dolphins, and friendly fishermen as the captain recounted how recent storms have affected the local landmarks.
We saw the wild ponies just a few minutes into our boat ride.
Doug slowed down as we neared part of the Chincoteague National Wildlife Refuge located on Assateague Island. He explained that two herds of ponies on Assateague Island travel in bands — smaller groups typically led by a stallion.
A band of 13 horses grazing along the bank came into view as if on cue. The captain idled the boat so passengers could take pictures and ask questions.
We even saw a second band of horses.
We then drifted toward Assateague Channel, the site of the famed pony swim. Doug explained that the ponies are paraded down Chincoteague's main street after crossing this body of water.
Then, the foals are auctioned off to control the population's size. The ponies take less than 30 minutes to cross the channel, yet the event draws tens of thousands of spectators annually.
We soon rounded the bend where the historic red-and-white Assateague Lighthouse appeared above towering pines. The lighthouse has warned passing ships of the area's shallow waters since its reconstruction in 1867. As captivating as it was, the two dozen horses in the marshy foreground stole my attention.
I felt extremely lucky to see the area's beautiful animals during the boat ride.
Doug steered us near the bank and said he couldn't remember the last time he'd seen the horses in front of the lighthouse, which made me feel lucky to be there that day.
We snapped countless photos, then continued past Chincoteague Island's northern tip.
Dark clouds rolled in while we were on the boat — and then it started raining.
Dark storm clouds quickly rolled in. The captain lifted the seats and pulled out raincoats for everyone. It soon began to pour.
I'm usually averse to rain, but I couldn't help but smile. We'd seen more than I expected — not only two groups of ponies but a part of Virginia filled with vast marshlands and a coastal village spirit that felt worlds away from the urban scramble of home.
Chincoteague Island is a dreamy destination, and I'd go back in a heartbeat.
My husband and I began talking about our next trip to Chincoteague Island before we'd even left.
Spending the morning in the presence of this charming, unspoiled area while seeing Assateague Island's iconic wild horses felt like a premium opportunity that I'd pay $50 to experience again.
These islands are now some of my favorite places — and I can't wait to return.

Meanwhile, the poll found that Tim Kaine, the Democratic incumbent, holds a lead of 49% to 38% over Republican nominee Hung Cao in the U.S. Senate race. That figure is in line with other recent polls.
