How to get started:.

Education Requirements:

All motorboat operators using a motor of 10 horsepower or greater (including boats documented by the U.S. Coast Guard) and also personal watercraft operators (i.e. jet ski) are affected by the new law. Sailboat operators do not have to meet the requirement unless the sailboat has a motor that is 10 hp or greater (whether or not the engine is running). A canoeist does not have to meet the requirement, nor does a kayaker, a rower, or operator of other manually propelled craft.

When Must I Get My Boating Safety Certificate? The requirement for boating safety education is phased-in over several years according to the following schedule:

  • All PWC operators, regardless of age, and motorboat operators 30 years of age or younger shall meet the requirements by July 1, 2012
  • All motorboat operators, regardless of age, shall meet the requirements by July 1, 2016

How Do I Comply With this New Law? A person shall be considered in compliance with the requirement for boating safety education if he/she meets one or more of the following provisions:

  • Completes and passes a boating safety education course that is approved by NASBLA and accepted by the Department
  • Passes an equivalency exam
  • Possesses a valid license to operate a vessel issued to maritime personnel by the United States Coast Guard or a marine certificate issued by the Canadian government or possesses a Canadian Pleasure Craft Operator's Card
  • Possesses a temporary operator's certificate
  • Possesses a rental or lease agreement from a motorboat rental or leasing business, which lists the person as the authorized operator of the motorboat. The person must also completed the Dockside Safety Checklist
  • Operates the motorboat under direct supervision on board of a person who meets the compliance requirement
  • Operates a boat not registered in Virginia, temporarily using the waters of Virginia for a period not to exceed 90 days, and meets any applicable boating safety education requirements of the state of residency
  • Has assumed operation of the motorboat due to the illness or physical impairment of the initial operator, and is returning the motorboat to shore in order to provide assistance or care for the operator
  • Is registered as a commercial fisherman pursuant to the Code of Virginia or is under the on-board direct supervision of the commercial fisherman while operating the commercial fisherman's boat

How Do I Prove I Completed and Passed a Course? Boaters that must comply with the new education standards must be able to present to the officer a card or certificate that indicates you have passed a NASBLA approved boating course or that you have passed the equivalency exam.

What if I am Only Visiting Virginia? You must demonstrate that you are not a resident of Virginia, that you are temporarily using the water of Virginia for a period of 90 days or less (your boat is registered in another state as the “state of principal use”), and that you meet any applicable boating safety education requirements of your state of residency.

Is there a Minimum Age to Operate? For a personal watercraft, the minimum operator age is 14 and operators must complete and pass a boating safety course before they can operate. For a motorboat, there is no minimum operator age and there is no minimum age requirement to attend a NASBLA approved boating safety course. Youngsters can operate a boat under direct supervision of a person who meets the boating safety education requirement.

The Virginia Department of Wildlife Resources (DWR) supports NASBLA approved boating courses. Information on a classroom course near you can be found by calling DWR at (804) 367-1000 or visit the BoatUS Foundation's Courseline to look up classes in your area.

How Do I Get My Certificate?

You will also have the option of ordering a Virginia Division of Natural Resources approved, waterproof plastic card for $15. Please allow 2-3 weeks for your card to arrive.

Phoebus Pier in Hampton – Located approximately 1.2 StM off the ICW between Mellen Street and East Mercury Blvd at Phoebus Waterfront Park. Opened March 2019, the 96’ pier has an attached floating dock and is primarily designed for small boats and dinghies. The Pier operates from sunrise to sunset. No overnight docking or fishing from the pier is allowed.

The Pier is conveniently located ½ mile to numerous restaurants, bakery, Signature Canvas shop, and 3/4 mile to Food Lion grocery store. Phoebus does not have its own government but is a community within greater Hampton.

The Docks at Downtown Hampton – Located approximately 2 StM off the ICW, The Docks at Downtown Hampton provide easy access to the business area of Hampton. Local dining, shopping, and a post office are available within easy walking distance of the marina. A Food Lion grocery is located 1.4 miles from the marina.

ICW Free Docks visited The Docks at Downtown Hampton on 09/21/2021 and used the docks for dinghy access only. It is ok to tie up a boat or dinghy for “a few hours” but need to call first to determine if space is available. Tina Ezell is the Dockhand and Danny Fitzgerald is the Dockmaster. This information was verified on 09/07/2022 with Tina.

Portsmouth, VA – North Landing – Located in the heart of Historic Portsmouth. Free dockage including free self-service pump out. 36-hour limit, no more than 3 days in 30-day period. Visitor’s Center is located at the dock. There are reports that the dock is a few inches under water at high tide. The ferry to Norfolk runs from adjacent dock. There is a 40’ vessel limit at both Portsmouth, VA Free Docks.

ICW Free Docks talked with Edie at the Visitors Center on 10/31/18. She stated that both the North Landing and High Street docks are open. There is some damage at the North Landing docks, but they can still accommodate 3-4 boats. The No Docking sign is there because of the damaged docks area but doesn’t pertain to the entire dock. It is recommended that anyone planning to stay at North Landing or High Street contact the Visitors Center for current information about the status of these docks.

Great Bridge Battlefield Park, VA -24 hour free dockage strictly enforced. However, some boaters report longer stays with permission of park ranger. Dock 1, approximately 200’ in length, is located to the northwest of the Great Bridge Bridge and is within a few hundred yards of shopping and restaurants as well as a full-size grocery store. Dock 2, also approximately 200’ in length, which is newly completed will hold 5 -6 boats and is located just to the southeast of the Great Bridge Bridge.

They say changes to a Virginia veterans families program 'felt like a betrayal'

RICHMOND, Va. -- Virginia Gov. Glenn Youngkin has signed an Executive Directive to study a program that helps disabled and deceased military veterans' family members attend university. The move comes as advocates for the program are crying foul after changes to it were made in the state budget approved earlier this week .

"We are concerned about this," said Stuart McFaden. "Very much so."

McFaden and Kayla Owen said the latest development surrounding the Virginia Military Survivors and Dependents Education Program (VMSDEP) will impact their veteran families and many others.

"Bottom line, it raises the cost for some families exponentially," Owen said. She is the co-founder of Friends of the VMSDEP, formed to oppose the changes as they came to light during the budget process

The program, run by the Virginia Department of Veterans Service (VDVS) in partnership with the State Council of Higher Education for Virginia (SCHEV) covers eight semesters of in-state tuition for children and spouses of permanently disabled veterans or for those missing, killed, or prisoners of war.

But language in the approved budget includes several changes including moving oversight to SCHEV; requiring other local, state, and federal funding options be used first; and only covering undergraduate degrees.

"In addition to specifically enumerate that there is an expected family contribution prior to putting in a single dollar is very alarming," Owen said.

The language included a grandfather clause, but had an effective date of Wednesday -- two days after the budget was passed.

Owen, the wife of a disabled veteran, had planned to further her education to become a nurse practitioner but said she no longer qualifies. McFaden is a disabled veteran from the United States Marine Corps and is unsure if his high school senior is grandfathered in.

The same night the grandfather clause went into effect, Youngkin signed the Executive Director that tasked SCHEV to lead a stakeholder task force to review the program "to help inform the development of guidance and other materials that minimize the impact on military and veteran families to the greatest extent possible. Additionally, the task force will consider further program changes and provide recommendations to address any unintended consequences of the reforms recently passed by the General Assembly."

Youngkin said the task force will report recommendations before next year's enrollment deadline.

Lawmakers had included similar language in their compromise budget earlier this year, which Youngkin proposed pausing and to allow for a study instead (those were rejected). When asked if Youngkin advocated for the pause and study during the negotiations on the budget deal approved this week, his spokesperson told CBS 6:

"Governor Youngkin addressed this issue in his budget amendments by removing the General Assembly’s eligibility changes and replacing them with a work group that included military families; the amendments were not accepted. Governor Youngkin is eager to work with all stakeholders, which will include Gold Star families, legislators, members of the military, veterans, and institutions of higher education."

Youngkin noted in the directive that while $40-million is in the budget to support schools with VMSDEP costs, he noted those costs have ballooned in the past five years.

He said enrollment in the program has increased by 341% (1,385 students in 2018-19 to 6,107 in 2022-23) and costs have increased 444% ($11.9-million in 2018-19 to $64.8-million in 2022-23). These echoed similar concerns raised about the program by SCHEV and some state lawmakers.

"This rate of growth made it difficult for institutions to make budget projections and planning, and is expected to result in higher tuition charges for all students. SCHEV recommended that legislators consider either amending the program or providing financial offsets, or a combination of the two," said SCHEV Interim Director of Finance Policy & Innovation and Associate Director for Financial Aid Lee Andes in a statement. "Now that the changes are official, SCHEV will work in conjunction with the administration and various stakeholders to develop program guidance based on the new language. The most immediate impact will be the requirement that students complete the federal FAFSA form; however, since the language exempts current students and those having already committed to fall 2024 enrollment, we anticipate that the new language will have minimal other impact until new students enrolling spring of 2025 and thereafter."

"We, on this side of the aisle, are very committed to getting it right and we have made a huge strides and improvement in Virginia," said State Senator Jeremy McPike, D - Prince William, who carried legislation to expand the program in 2019. "Our idea was to make sure that undergrad opportunities are made for all Virginians and those veterans families who have served. However, that program has grown and paying for med schools and paying for doctoral programs, many other things beyond the original scope of intent. And so I do think there are probably some curbing and reforms that are needed to make sure those resources are available to every Virginia's veteran family as their budget constraints tighten."

However, advocates say it's being done in the wrong order.

"Let's move it to a study. Let's figure out exactly what we need to make this program successful and sustainable moving forward," Owen said, who added she is critical of SCHEV's data and the decision to have them lead the study.

"This is a earned benefit for their service to the nation, and the injuries they suffered through their service to our nation," Del. Mike Cherry, R - Colonial Heights, added.

Cherry was among several lawmakers from both parties to speak against the change on Monday and said he and others are working on legislation the would the restore the original program language and study possible changes for next year.

"And fix it the right way not kind of haphazardly the way it was done through the budgeting process," said Cherry.

Cherry said the plan is if lawmakers return for a continuation of Monday's special session to address skill games, they would have this legislation ready to go and take it up then.

1 undrafted free agent who will make Texans’ 2024 roster

Now that the NFL Draft is well over with, it's time for teams like the Houston Texans to start figuring out their eventual 53-man roster for the 2024 season .

The work that Texans general manager Nick Caserio and head coach DeMeco Ryans did in their first season together can't go unnoticed. They had a remarkable first draft, bringing in what would be Rookie Offensive Player of the Year C.J. Stroud and Rookie Defensive Player of the Year Will Anderson, among others. They have since followed that up with another impressive offseason in 2024.

To start, they added Danielle Hunter to help Anderson and the team's pass rush. They also made a trade with the Buffalo Bills for wide receiver Stefon Diggs to give Stroud yet another weapon to go along with Tank Dell and Nico Collins. Then in April, they followed that up with what hopes to be another impressive rookie class in their nine draft picks .

But as the draft concluded, teams like the Texans were still on the hunt to add to their team, filling up what will be, for now, a 90-man roster. They did so by signing six undrafted free agents.

  • Tarique Barnes, LB
  • Jadon Janke, WR
  • Jaxon Janke, WR
  • Max Tooley, LB
  • Pheldarius Payne, DL

Looking at all six undrafted free agents, if we had to pick only one to make the 53-man roster on the next-to-last Tuesday before the regular season begins, it would probably be Virginia Tech football 's defensive lineman Pheldarius Payne.

With Maliek Collins and Sheldon Rankins both leaving Houston, the Texans' need for a defensive tackle rose. Caserio and Ryans did put some emphasis on the defensive front via the draft with Solomon Byrd and Marcus Harris, but it wasn't until the seventh round.

Currently, the Texans' only starters at defensive tackle are veterans Foley Fatukasi and Denico Autry, and even Autry is spending more time over at defensive end these days. Despite the signings of Byrd and Harris, this leaves the position needing some depth. With the way Ryans has been known to develop undrafted free agents, this could bode well for Pheldarius Payne's chances of making the 53-man roster come September.

Payne was one of CBS Sports' Chris Trapasso's No. 4 ranked undrafted free agents out of seven total.

“You can't miss Payne the second you flip on the film for two reasons — he's one of the smaller defensive tackles and he's athletically charged up like an oversized linebacker,” Trapasso said. “That first-step bolt is serious and led to six sacks and 23 total pressures on a mere 162 pass-rush snaps at Virginia Tech in 2023.”

Payne began his college career at the junior college level before making his way to Nebraska in 2020. Injuries, however, have caused a bit of a hiccup in his career, like when he tore his Achilles tendon back in 2022. He played in just eight games that season.

Payne pretty much returned to full form last season for the Hokies. Playing in all 13 games, he posted 23 total tackles, 10 for a loss, six sacks, two quarterback hits, 15 hurries, one pass deflection, and one forced fumble. Coming off the Achilles injury from the previous season, he graded out for the season at 90.5 defensively. He graded 80-plus in five games , according to Pro-Football-Focus.

Right now, second on the depth chart would be Tim Settle and former undrafted free agent Khalil Davis. But Payne could easily come in and compete with either to earn a spot, where he could be used in certain matchups.

“He has real sub-package rush talent, which is what [he] will need to shine to make the team,” Lance Zierlein of NFL.com said .
