Boat/Vessel Registration

If you own a sailboat over eight feet long or a boat/vessel with a motor (no matter the size), you must register it with DMV in order to legally operate it on California waterways.

To register your boat/vessel, you will need:

• A completed Application for Vessel Certificate of Number (BOAT 101) form. 
• If the original certificate is lost or damaged, complete an Application for Replacement or Transfer Title (REG 227) form to request a copy.
• Applicable fees .
• If you own a trailer for your boat/vessel, you need to register it separately .

You may also need:

• To complete an approved boating safety course and obtain a California Boater Card if you plan to operate a motorized vessel on a state waterway.
• Bill(s) of sale (if you bought your boat/vessel from a private party instead of a dealer). 
• A Statement of Facts (REG 256) form, in case you do not have a copy of the bill of sale.

Any boat or vessel that you can use to transport yourself on water, such as a:

• Sail-powered boat/vessel that is over eight feet long.
• Vessel/boat with a motor (no matter how big it is).

If you bought your boat/vessel from an out-of-state seller, or if you recently moved to California, you need to register your boat/vessel with DMV within 120 days of bringing it into the state.

There are some boats/vessels that  do not  have to be registered:

• Canoes, rowboats, or any boats/vessels that use paddles or oars
• Sailboats shorter than eight feet long
• Sailboards or parasails
• A ship’s lifeboat
• Seaplanes on the water
• Boats that run on a track, such as amusement park rides
• Floating structures that are tied to land and use power, water, and a sewage system on the shore.

Dinghies must be registered with DMV.

Houseboats that have a motor must be registered with DMV.

Commercial boats/vessels that weigh more than five net tons and are longer than 30 feet must be registered (documented) by the U.S. Coast Guard.

Yes. Any boat/vessel that travels or is moored in California waterways, including private lakes, must be registered with DMV.

• A  documented boat/vessel  is registered with the U.S. Coast Guard and has a marine certificate. These boats/vessels do not have to be registered with DMV.
• An  undocumented boat/vessel  is registered with DMV and does  not  have a marine certificate from the U.S. Coast Guard.

If you buy a new boat/vessel, it is automatically considered undocumented, so you have to register the boat/vessel with DMV before you can put it in California waters.

Your boat/vessel will get a vessel registration number (beginning with CF before the numbers) when you register your boat/vessel with DMV.

You have to display your vessel registration number on your boat/vessel. Make sure it meets the following requirements.

Your Vessel Registration Number must:

• Be painted on or permanently attached to each side of your boat/vessel’s bow.
• Be written in plain, vertical block letters and numbers that are more than three inches high.
• Be properly arranged so you can read it from left to right.
• Contrast with the color of the background so that it is easy to see and read.
• Example A:  CF 1234 AB
• Example B:  CF-1234-AB

In addition to your vessel registration number, you will also receive a registration sticker. You should attach it to the both sides of your boat/vessel, three inches apart from your vessel registration number.

Your registration sticker must be clearly visible at all times. Please do not place any numbers, letters, or devices near the registration sticker (other than your vessel registration number and Mussel Fee sticker (if required)).

If you boat in California fresh waters such as the Delta, rivers, lakes, reservoirs, and streams, you must purchase and display a Mussel Fee sticker next to your registration sticker. The Mussel Fee sticker matches the registration sticker by color and date.

You may purchase the Mussel Fee sticker online . The vessel registration/renewal and sticker transactions are separate. Once you receive your Mussel Fee stickers, place them on either side of the registration sticker as shown below.

Since 1972, all boats/vessels manufactured in the U.S. come with a Hull Identification Number (HIN).

The HIN must be:

• Painted on or permanently attached to your boat/vessel so that it cannot be changed or removed.
• Assigned and attached by manufacturers to commercially built boats/vessels.
• Assigned by DMV for homemade boats/vessels.

If your California Certificate of Ownership is lost, stolen, or damaged, you can submit a completed Application for Duplicate or Transfer of Title (REG 227) form.

If you lost your sticker, you can submit a completed Application for Replacement Plates, Stickers, Documents (REG 156) form to replace the lost certificates and/or stickers.

You can then mail the forms to DMV or visit a DMV field office in person.

You must renew your boat/vessel registration by December 31 of every odd-numbered year (for example, 2013, 2017, etc.), even if you do not use your boat/vessel.

To remind you that you need to renew your registration, DMV will mail you a renewal notice 60 days before your registration expires.

If you renew your registration by mail, please return the bottom portion of your renewal notice in the envelope provided with a check, cashier’s check, or money order to cover your fees .

If you do not receive or lose the renewal notice, you may contact DMV and pay your fees.

When you buy a boat/vessel from another person, you should also get the California Certificate of Ownership from the person who sold it to you. That person should sign/endorse the certificate on line 1. If there is a lienholder, you need their signature on line 2.

Once you have the California Certificate of Ownership, write your name and address on the back. Then you can submit the certificate to DMV along with the transfer fee, use tax, and any renewal fees that might be due.

If the boat/vessel has a trailer, you need to get the trailer title. If you cannot get a copy of the title, you can complete a Permanent Trailer Identification (PTI) Certification and Application (REG 4017) form to transfer it into your name.

If you decide to sell your boat/vessel, you need to:

• Give the Certificate of Ownership to the person who buys it. Make sure you sign the certificate on the front.
• Contact the DMV within five days of the sale and fill out a Notice of Transfer and Release of Liability (REG 138)  form.

You must provide the boat/vessel information (vessel registration number, HIN), the name and address of the buyer, and the sale date on the form.

• Submit the form online or by mail.

If the boat/vessel has a trailer, give the titling and/or registration documents to the buyer and submit a separate  Notice of Release of Liability (REG 138)  form.

Additional Information

Boats and vessels registered in California are included in property taxes by the county tax collector, depending on where the boat/vessel is stored or moored. DMV might deny registration renewal or transfer if the county tax collector tells DMV that you have not paid your personal property taxes.

Vessel registration becomes invalid when a boat/vessel is:

• Required to be documented by the U.S. Coast Guard.
• Transferred to a new owner.
• Destroyed or abandoned.
• No longer used primarily in California.

You must tell the DMV when a boat/vessel is:

• Moved to a different storage location.
• Documented through the U.S. Coast Guard.
• Destroyed, lost, or abandoned. Return the California Certificate of Ownership to DMV within 15 days.

The Hull Identification Number (HIN) serves as the boat’s unique identifier, similar to the VIN or vehicle serial number of a car. The HIN is affixed or stamped into the back of the boat's hull also known as the transom in the uppermost right corner or under the swim platform. Also, the HIN may be stated on the state title, state registration, USCG Documentation, and insurance documents. Dec 11, 2023 - Boat registration and title records in North Carolina are maintained in a database administered by the Wildlife Resources Commission (WRC). Access to such information is available to the owner, certain qualified parties and the general public. This summary will provide some insights on how to lookup or request boat registration, title and historical records in the State of North Carolina.

Online Access

North Carolina provides an online boat registration, title, and outboard motor search lookup for the general public (WikiLinks). It is however limited to basic registration, title or lien information and does not show ownership or specifications. The WRC also provides an online boat owners access portal (WikiLinks) for renewal purposes which includes a registration status check. Usage of this service requires the establishment of a login account.

Telephone Access

The North Carolina WRC  may confirm the presence of a boat hull identification number in the database system and verify a registration or title certificate in hand by telephone. However, it will not likely provide other detailed information. WRC contact information is available in WikiLinks.

Boating - Title and Register a Watercraft or Outboard Motor in SC

In the state of South Carolina, the law requires all motorized boats and watercraft, except exempted vessels , sailboats , and all outboard motors five horsepower and greater to be titled. By law we must have your completed application and other required documents, which vary by purchase or selling situation, to title and register your boat and/or motor. When purchasing a watercraft or outboard motor, make sure it is titled/registered to the person you are buying it from.

Casual Excise/Use Tax Change:

If you purchase an outboard motor as a single unit, the casual excise tax is calculated at 5% with a $500.00 cap.

The casual excise tax rate has not changed for a watercraft or watercraft/outboard motor purchased as a unit. The casual excise tax rate for a watercraft or watercraft and outboard motor purchased as a unit is 5% with a $500.00 cap.

If you are selling a boat and/or motor in South Carolina:

You must be the titled owner. If you are not the titled owner of the boat or outboard motor you are selling, you must complete the application process with SCDNR prior to the sale.

If you have purchased a boat or motor that has ever been titled and/or registered in South Carolina:

• Pay your property taxes in your name with your county
• Submit a paid property tax receipt in your name or notice from the county that no taxes are due with your application and other supporting documents.

If you have purchased a boat or motor out-of-state or from a SCDNR permitted marine dealer:

Property taxes will be billed by your county after being titled and/or registered with SCDNR.

Once purchased, your boat and/or motor may be used 60 days from the date of purchase, even with expired or out-of-state decals using your temporary certificate number and copies of your title or bill of sale.

Maritime Mobile Service Identity (MMSI) is a unique 9 digit number that is assigned to a (Digital Selective Calling) DSC radio or an AIS unit. Similar to a cell phone number, your MMSI number is your unique calling number for DSC radios or an AIS unit. The information provided when obtaining a MMSI number is transferred into the U.S. Coast Guard's national distress database for use in emergency situations.

BoatUS has been authorized by both the Federal Communications Commission (FCC) and the U.S. Coast Guard to assign MMSI numbers to vessels with DSC capable radios that are not required by law to carry a radio, and do not make international voyages or communications. BoatUS is responsible for relaying the MMSI registration information to the U.S. Coast Guard for search and rescue purposes.

MMSI numbers are free for BoatUS Members or $25 for non-Members.

Registration Criteria

BoatUS has been authorized by both the Federal Communications Commission (FCC) and the U.S. Coast Guard to assign MMSI numbers only to vessels that meet the following criteria:

• Used for recreation only
• Not required by law to carry a radio
• Not required by law to have a FCC Ship Station license
• Vessel is under 65' in length
• Do not communicate with or visit foreign ports (i.e. Canada, Bahamas, Mexico, and the Caribbean)

If you do not meet these criteria, you are legally required to obtain a Ship Station License from the FCC . They will issue an MMSI number with a Ship Station License.

Maritime Mobile Service Identity (MMSI) is a unique 9 digit number that is assigned to an individual vessel. It is entered into DSC (Digital Selective Calling) radios and AIS (Automatic Identification System) units used on that vessel. Similar to a cell phone number, your MMSI number is your unique calling number for DSC radios or an AIS unit. The information provided when obtaining an MMSI number is transferred into the U.S. Coast Guard's national distress database for use in emergency situations.

There is a $25 fee to register for MMSI through this program; however, the registration fee will be waived for current BoatUS Members.

Digital Selective Calling (DSC) is a radio technology allowing enhanced distress radio messages to be sent digitally. Since 1999, the FCC (Federal Communications Commission) has required new fixed mount VHF radio sold in the U.S. to be equipped with the DSC feature.

DSC radios have a one-button emergency transmit button that sends the vessel's unique MMSI number. In addition, if the DSC equipped radio is linked to a GPS or Loran unit, the distress call will include the vessel's position. Should the operator become incapacitated, the radio will continue sending the mayday. In addition, a DSC equipped vessel with an MMSI number can make a "private" hailing call to another DSC-equipped vessel. Only the vessel being called will receive the initial contact, but the subsequent conversation will take place on an open, “working” channel, which can be monitored by any VHF equipped vessel within your broadcast range.

BoatUS MMSI numbers are for US registered or documented, recreational vessels under 65’ that are not visiting or communicating with foreign ports. The registration data provided to BoatUS is only transferred into the U.S. Coast Guard Search & Rescue Database (MISLE). International search & rescue agencies do not have access to the registration data provided to BoatUS.

Registration data for FCC-assigned MMSI numbers go into the International Telecom Union (ITU) database that is accessible to international search & rescue agencies. In order to be accepted into the ITU database, any FCC assigned MMSI must end in zero. This is why the BoatUS MMSI number cannot be re-used when later applying for an FCC MMSI number for international cruising.

Yes. If you have multiple radios that are only used on one boat, you should input the same MMSI number in all radios.

If you plan to use the handheld on multiple boats, you might want a separate MMSI number so that you can update the registration information according to which boat it is currently on. If you only plan to use the handheld on one boat, you can use the same MMSI number that is programmed into the fixed mount radio onboard.

No, recreational boats under 65' that do not communicate with or visit foreign ports do not require a VHF license.

Check the owner's manual for instructions on how to display the MMSI number programmed into the radio or place a direct or “private” hail to another MMSI known to you and ask that the originating MMSI (your MMSI) be read back to you from the receiving unit's display screen.

If you need to test to see if the DSC feature is working, do not test the red distress button as this will send out an illegal false alarm and cause an unnecessary rescue response! Instead, you may run a test call to the nationwide Coast Guard MMSI number, 003669999. Enter this number into your radio’s calling memory and select the “Test Call” option from the radio’s list of individual DSC calls, then press the “call” or “enter” key. Your radio will silently hail the Coast Guard with a digital signal on channel 70. If everything is working properly, your radio will almost immediately receive the Coast Guard’s acknowledgement of your call, providing assurance that both your radio and the Rescue21 system are operating properly.

Alternatively you may also use the DSC function to privately hail another boater’s MMSI number so that they can verify what MMSI came up on their ID. The DSC functions do not work until an MMSI number is programmed in. If your radio contains or is connected to a GPS, the signal will also provide your exact coordinates.

No. You are required to obtain a Ship’s Station License from the FCC and they will provide an MMSI number that is valid for international cruising. To obtain a Ship’s Station License from the FCC, please visit the Ship Radio Stations page or call 877-480-3201.

No. BoatUS MMSI numbers are only for U.S. registered or documented vessels. You must obtain an MMSI number from the country the vessel is flagged in.

No, you will need to obtain a new MMSI number from the FCC and reprogram your radio(s) with the MMSI number the FCC issues. The new MMSI will be coded for international travel and the registration will be entered into the international search & rescue database. To obtain a Ship’s Station License from the FCC, please visit the Ship Radio Stations page or call 877-480-3201.

No. Registration for EPIRB (Emergency Position-Indicating Radio Beacon) is done through NOAA . NOAA oversees this satellite search and rescue system which is not related to DSC VHF marine radios however you should provide your EPIRB ID code in the provided field when obtaining a MMSI number.

Channel 70 is to be used exclusively for DSC and DSC capable radios automatically monitor CH70 as well as whatever channel you are otherwise using or monitoring. As a recreational boater, you do not need to monitor it.

It is in effect "private hailing" of another vessel whose MMSI number is known to you. Once contact is established between the vessels, they are automatically switched to the preselected "working channel", and the "privacy" ends at that point, meaning that the transmission (conversation) can be heard by any other vessel monitoring that channel.

Your login name and password are case sensitive and must be inputted exactly as registered. If you are uncertain of your login name and password, please visit the MMSI Account Login page and click on “Forgot your password?” and your login name and password will be sent to the email address you registered with.

After three unsuccessful login attempts, MMSI accounts are locked for security reasons. To verify and unlock your MMSI account, please contact BoatUS MMSI at 800-563-1536 Monday – Friday 9:00AM – 5:00PM EST. For after hours and weekend assistance, please call 800-395-2628 or email [email protected] .

If your email address has changed and you can no longer access the email account that you originally registered with, please reset your email address here .

The action you need to take depends on who has ownership of the radio(s) that were programmed with the MMSI number you obtained:

• If you kept all the radios that had the MMSI number programmed into it, you can update your registration with the new boat information when you buy a new boat.
• If all the radios that are programmed with the MMSI number have been given to the new owner, you must transfer the MMSI number to the new owner by logging into your MMSI account and selecting the “Transfer to New Owner” button. This cancels your MMSI registration and avoids having any future distress calls from the MMSI number linked to you and your personal information. The new owner will then receive an email with instructions on how to claim the MMSI number.
• If you retained one or more of the radios with the MMSI number and the new owner also has one or more radios with the MMSI number programmed into it, you need to work with the new owner to determine who is going to be responsible for obtaining a new MMSI number and having the radio(s) reprogrammed. It is critically important that two individuals are not using the same MMSI number on different boats.

If the MMSI number was assigned by BoatUS and the previous owner has cancelled their registration, BoatUS can transfer the MMSI number to the new owner. If the previous owner has not closed the account, we will attempt to contact them to verify that they are not still using the number in another radio. If the previous owner cannot be contacted or is still improperly using the MMSI you will need to reprogram the radio with a new number. To check if your MMSI was assigned through BoatUS, email [email protected] .

No. You can register your FCC issued MMSI number on the BoatUS website by going to the Non-BoatUS MMSI service page.

Note: that if you plan to make broadcasts in foreign waters you will need to obtain a new FCC licenses.

Ship Station Licenses are not transferable from one boat to another, but the FCC will offer a prorated refund for the years remaining on the ship station license should the owner cancel once the boat has been sold. BoatUS cannot assist with the MMSI transfer process for an FCC assigned MMSI in connection with a ship station license, but if the prior owner of the MMSI has cancelled the ship station license through the FCC, the MMSI can be transferred to the ship station license of the new owner of the vessel and programmed radio by contacting the FCC at 1-877-480-3201.

Activated 1953 in Stepanshchino, Moscow Oblast - initially as the 1945th Anti-Aircraft Artillery Regiment for Special Use and from 1955 as the 635th Anti-Aircraft Missile Regiment for Special Use.

1953 to 1984 equipped with 60 S-25 (SA-1) launchers:

• Launch area: 55 15 43N, 38 32 13E (US designation: Moscow SAM site E14-1)
• Support area: 55 16 50N, 38 32 28E
• Guidance area: 55 16 31N, 38 30 38E

1984 converted to the S-300PT (SA-10) with three independent battalions:

• 1st independent Anti-Aircraft Missile Battalion (Bessonovo, Moscow Oblast) - 55 09 34N, 38 22 26E
• 2nd independent Anti-Aircraft Missile Battalion and HQ (Stepanshchino, Moscow Oblast) - 55 15 31N, 38 32 23E
• 3rd independent Anti-Aircraft Missile Battalion (Shcherbovo, Moscow Oblast) - 55 22 32N, 38 43 33E

In Banff National Park, it is MANDATORY to:

Clean all mud, sand, plant, and animal materials from your watercraft and water-related gear.

Drain coolers, buckets, compartments, and other items that may hold water on land before leaving the waterbody.

Dry for a minimum of 48 hours after use in the provinces of British Columbia, Alberta, or the territories of Canada, including use in the national parks AND a minimum of 30 days after use in the United States or provinces other than British Columbia, Alberta and/or the territories of Canada.

Certify:  Users must obtain an AIS Prevention Permit for all watercraft and water-related gear before entering a waterbody in Banff National Park.

You must obtain a Parks Canada inspection permit at the  Lake Minnewanka inspection station , located 6 km from the town of Banff along the Minnewanka Loop Road. Hours of operation .

Lake Minnewanka is the only waterbody in Banff National Park where boats with motors, both gas and electric, are allowed. There is an unloading ramp and parking area for boats and trailers. There are no public boat docks in the park. 

Anyone launching non-motorized watercraft such as canoes, kayaks, paddleboards, inflatables, and water-related gear are required to complete a permit every time you enter a new lake, river or stream in Banff National Park.  

If you are unable to meet the Clean Drain Dry requirements indicated on the AIS Prevention Self-certification Permit, you are prohibited from launching a watercraft in Banff National Park until the permit conditions are met, or your watercraft or water-related gear have been inspected at a Parks Canada watercraft inspection station.

Inspection stations

Watercraft inspections are available at the Lake Louise and Lake Minnewanka inspection stations by appointment until May 17, 2024.

Appointments must be booked 48 hours in advance.

Inspections can be booked by email or by calling and leaving a message.

• Your name and contact information.
• Date of launch.
• Time you would like to have your watercraft inspected.
• Type of watercraft (fishing boat, jon boat, cabin cruiser, pleasure craft, inflatable).
• Propulsion type (outboard, inboard, inboard outboard, trolling, jet, sterndrive).

Please ensure that your watercraft is CLEAN, DRAIN, DRY.

 When entering any new waterbody within Banff National Park, users of watercraft and water-related gear must obtain a new AIS Prevention Permit. If you are unable to meet the Clean, Drain, Dry requirements indicated on the AIS Prevention Self-certification Permit, you are prohibited from launching a watercraft in Banff National Park until the permit conditions are met, or your watercraft or water-related gear have been inspected at a Parks Canada watercraft inspection station.

The Unique Burial of a Child of Early Scythian Time at the Cemetery of Saryg-Bulun (Tuva)

In 1988, the Tuvan Archaeological Expedition (led by M. E. Kilunovskaya and V. A. Semenov) discovered a unique burial of the early Iron Age at Saryg-Bulun in Central Tuva. There are two burial mounds of the Aldy-Bel culture dated by 7th century BC. Within the barrows, which adjoined one another, forming a figure-of-eight, there were discovered 7 burials, from which a representative collection of artifacts was recovered. Burial 5 was the most unique, it was found in a coffin made of a larch trunk, with a tightly closed lid. Due to the preservative properties of larch and lack of air access, the coffin contained a well-preserved mummy of a child with an accompanying set of grave goods. The interred individual retained the skin on his face and had a leather headdress painted with red pigment and a coat, sewn from jerboa fur. The coat was belted with a leather belt with bronze ornaments and buckles. Besides that, a leather quiver with arrows with the shafts decorated with painted ornaments, fully preserved battle pick and a bow were buried in the coffin. Unexpectedly, the full-genomic analysis, showed that the individual was female. This fact opens a new aspect in the study of the social history of the Scythian society and perhaps brings us back to the myth of the Amazons, discussed by Herodotus. Of course, this discovery is unique in its preservation for the Scythian culture of Tuva and requires careful study and conservation.
