Yacht Club Future Redevelopment to Be Explored

An agreement between the NSW Government, Coffs Harbour Yacht Club and City of Coffs Harbour that ultimately aims to help the Club achieve its vision of becoming a water sports centre of excellence and a tourism and community hub at the heart of the Jetty Precinct is to be put in place.

The agreement – a Memorandum of Understanding or MOU –  outlines an Expression of Interest (EOI) process to be undertaken by the Yacht Club to explore the potential scale of redevelopment and to secure funding partners.

It is not anticipated that the City will contribute directly to the redevelopment of the Yacht Club facilities, but City staff will continue to provide time and expertise to the Club through its role as the Crown Land Manager.

Once the scope of the development has been established, and funding partners engaged, the Club could then be provided with a lease that reflects the level of investment secured for the site.

“The lease renewal process has been affected by new Crown Land Management legislation introduced by the NSW Government in 2018. The State Government is the owner of all Crown Land in NSW,” said Steve Bayliss, City of Coffs Harbour’s Director Business Services.

“Initially, the legislation didn’t allow the City, as Crown Land Manager, to approve new and long-term renewals of leases without new approved Plans of Management.  But this issue was subsequently rectified through an amendment to the regulation.”

The timeline for the next steps of the process, which can now be accommodated within a 2-year lease extension, is:

  • Final MOU agreed - 8 December 2022
  • Finalise EOI process and documentation - 13 March 2023
  • Release EOI - 31 March 2023

Yacht club calls on council for lease reprieve.

PLUMMETING revenue and a proposed rise in Crown land rental fees have put the future of the Coffs Harbour Yacht Club in jeopardy.

In the past month, the club has been hit with a "triple whammy" with the damage to the marina, work on the northwall and slipway resulting in patronage falling by 85%.

The club's income relies heavily on boaters, but the relocation of many vessels to Yamba and a stark drop in visiting boats has left the club counting the cost.

The damage has also caused the cancellation of the Pittwater to Coffs Harbour Yacht race - an event that boosted the club's success by attracting 420 skippers and crew.

It comes as Coffs Harbour City Council - as trustee of the land - is considering a rent review the club's management says it is unable to afford.

The club's board is calling for a six-month moratorium on the rental to keep the club afloat.

"We need some form of rent reduction until the finalisation of the north wall construction, because with traffic reduction it's knocked our patronage down by 85%," club commodore John Wait said.

"Not only that, we've lost in excess of 20-odd boats which are the backbone of the sailing club.

"We need the council to come to the table with a moratorium until it's rectified."

The club has been operating from its current building for more than 40 years and currently pays $47,200 in rent per year.

As well as meeting that cost, funds raised by the club are channelled into fixed overhead and ongoing maintenance costs.

The current lease will terminate in June next year, and changes in rent are being considered under an extension to 2020.

"The council made it a condition that an independent valuer assess the market rent," manager Bob StJohn said.

"But a market valuation would come back a lot more than it is now because they want it prepared on a commercial basis.

"Our argument is - how can you value something of this unique nature and compare it to a commercial basis?"

A council spokeswoman said "any change of rent during the lease term is as the lease requires".

Coffs Harbour MP Andrew Fraser called on support for the community groups and events that operate from the site.

"At a time when the harbour has been absolutely trashed they should immediately waive all rentals to ensure the yacht club, cafe and other businesses survive," he said.

COFFS Harbour Yacht Club voted in its new Board for the next twelve months at the Annual General Meeting on Tuesday, 18 October.

John Wait was elected as Commodore, Richard Hinton as General Manager, and Garth McGilvray, Michael Haulville, Des Taylor and Tammy Mills-Thom as members.

Incoming Board member Tammy Mills-Thom told News Of The Area, “I am looking forward to contributing during the next year.

“Participation in water sports is intrinsic to Coffs and the Harbour is the perfect place for a thriving and active community Club.

“The Yacht Club offers the perfect placement,” she said.

Commodore John Wait reported on a positive twelve months at the AGM.

“Covid restrictions are now a thing of the past and the improved inclusive access to the Club is soon to be completed.

“Our Sailing School is well supported and is training many upcoming young sailors, as well as the She Sails program.

“Our Offshore Division and Thursday Twilight Sailing are standard popular features for Club and visiting yachties.

“All in all, we have a strong base which the Board is seeking to stabilise through the finalisation of ongoing negotiations for a secure long-term lease,” said John.

These achievements are all in line with the Board’s mission statement to upgrade facilities, increase support for ocean watersports, to have a thriving safe sailing school and to manage major water sports events and functions for the community and members.

“Our Vision Statement is to be the number one sustainable community venue for watersports on the North Coast of NSW,” he said.

Coffs Harbour Yacht Club will seek grant funding early in the new year with the intention to further improve the Club facility.

“Various waterfront sporting and community groups utilise the club facilities.

“We want to provide the best possible facilities,” John said.

General Manager Richard Hinton said, “Our staff have given their best efforts and the iconic venue continues to give members and guests memorable hospitality and functions.”

Board member Michael Haulville moved a vote of thanks to Commodore John Wait for his unswerving dedication and commitment to the Club on a daily basis.

“John is always ready to assist in the many day-to-day issues of the Club, and his capable hands-on approach is invaluable,” said Michael.

The Halvorsen Lease Scheme has a variety of vessels available for lease to cater to different levels of training, abilities and interests

  • 7 x Optimist Dinghies
  • 2 x Flying Ant Skiffs
  • Complete an application form, outlining the full dates of the lease. 
  • Following the submission of your application form, will receive an email from the Sailing Office with the details of your boat allocation and where it is stored. You will be able to access your boat from the first date as listed on the lease information. One of our Instructors will be able to show you your boat and how to look after the equipment. It is your responsibility to ensure the safety of the equipment whilst in your care.
  • At the completion of the lease please notify your Sailing Instructor on the last day of training that you are retuning the equipment. The Sailing Instructor will go through each item with you and fill in a condition report. Lost of damaged equipment are payable by the user.

Lease a 'Pacer' Dinghy

Lease a boat for centreboard 'family' racing.

Royal Prince Alfred Yacht Club has a fleet of ‘Pacer’ double-handed sailing dinghies which can be leased for Centreboard Racing and Training. The Pacers are available for a ‘daily’ or ‘monthly’ lease, and are the perfect boat to join in the Centreboard ‘Family’ division.

Leasing a club ‘Pacer’ is an easy way to access the club facilities, by having a boat already on premises at the club. A great way to integrate with the Centreboard community and fellow club members.

Lease an Elliott 7

Lease an elliott for club yacht racing & regattas.

Royal Prince Alfred Yacht Club has a fleet of 8 x Elliott 7 keelboats. The E7’s are available to members to lease for training and club racing series and regattas. Please complete the registration form to include all of your personal details, list of crew, and date of use/series. Please note a separate entry must be made for a club racing series or regatta. 

Further information may be required for the RPAYC Sailing Office to consider this application. The approval of this application by the RPAYC will result in a licence subject to the  term and conditions , and any other restrictions notified by RPAYC Sailing Office on the use of the Elliott 7 including but not limited to the area, crew numbers, sail plan or time limits. The RPAYC reserves the right to immediately terminate any approved licence, for inappropriate or incompetent use of the Elliott 7 during the lease period, in which event the lease fee or any part of it is non-refundable.

Previously a commercial fisherman from the wilds of Scotland, Marcus and his team know all about the best seafood and how to prepare memorable meals with an emphasis on freshness.
