Firstly the trouble with "normal" outboards on sail boats is that in a " bit of a chop" the prop lifts out of the water if mounted normally. You end up with the prop alternately being in the water and thrashing air and you get nowhere!

4. Oct 10, 2013. #1. I need a little advice....I have an 1998 8hp Evinrude yachtwin long shaft that will not start. It has not ran in almost 10 years. Replaced the water pump impeller and attempted to run. It is getting fuel (wet plugs) and spark. I then ran a compression test and got around 30 lbs. on the bottom cylinder and 0lbs. on the top.

I replaced the fuel pump, that made it better but didn't fix it completely. I noticed the cylinder driving the pump was oil fouling a little. So, I did a real thorough de-carb on it.
