Title Transfers and Changes

To prove vehicle ownership, it’s important to have a valid, up-to-date, and accurate California Certificate of Title. Here’s how you can transfer and change a title.

How to Transfer a Title

Anytime there’s a change to a vehicle or vessel’s registered owner or lienholder, that change must be updated in DMV’s records within 10 days and the California Certificate of Title must be transferred to the new owner.

A change in ownership is usually due to:

  • Sale, gift, or donation
  • Adding or deleting the name of an owner
  • Inheritance
  • Satisfaction of lien (full payment of car loan)

To transfer a title, you will need:

  • Either the California Certificate of Title or an Application for Replacement or Transfer of Title (REG 227) (if the title is missing). 
  • The signature(s) of seller(s) and lienholder (if any).
  • The signature(s) of buyer(s).
  • A transfer fee .

Depending on the type of transfer, you might need to complete and submit additional forms. See below for other title transfers and title transfer forms.

Other Title Transfers

When you’re buying a new car or a used car from a dealership, the dealer will handle the paperwork and you’ll receive your title from DMV in the mail.

When vehicle ownership is transferred between two private parties, it’s up to them to transfer the title. If you have the California Certificate of Title for the vehicle , the seller signs the title to release ownership of the vehicle. The buyer should then bring the signed title to a DMV office to apply for transfer of ownership. 

If you don’t have the California Certificate of Title , you need to use an Application for Replacement or Transfer of Title (REG 227) to transfer ownership. The lienholder’s release, if any, must be notarized. The buyer should then bring the completed form to a DMV office and we will issue a new registration and title.

Make sure you have all signatures on the proper lines to avoid delays.

Other Steps for the Seller When Vehicle Ownership is Transferred

  • 10 years old or older.
  • Commercial with a GVW or CGW of more than 16,000 pounds.
  • New and being transferred prior to its first retail sale by a dealer.
  • Complete a Notice of Transfer and Release of Liability (NRL) within 5 days of releasing ownership and keep a copy for your records.

Once the seller gives the buyer all required documentation and DMV receives the completed NRL, the seller’s part of the transaction is complete.

*If the vehicle has been sold more than once with the same title, a REG 262 is required from each seller.

Other Steps for the Buyer When Vehicle Ownership is Transferred

  • Current registered owner(s), how names are joined (“and/or”), and lienholder/legal owner (if any).
  • License plate number, vehicle identification number (VIN), make, model, year, and registration expiration date.
  • Title brands (if any).
  • Words “Nontransferable/No California Title Issued,” indicating a California title was not issued and a REG 227 cannot be used (see FAQs).
  • Get a smog inspection (if applicable).

Once the buyer has provided the DMV with all the proper documents and fees, the vehicle record is updated to reflect the change of ownership and a registration card is issued.

A new title is issued from DMV headquarters within 60 calendar days.

To transfer a vehicle between family members, submit the following:

  • The California Certificate of Title properly signed or endorsed on line 1 by the registered owner(s) shown on the title. Complete the new owner information on the back of the title and sign it.
  • A Statement of Facts (REG 256) for use tax and smog exemption (if applicable).
  • Odometer disclosure for vehicles less than 10 years old.
  • Transfer fee .

You may transfer a vehicle from an individual to the estate of that individual without signatures on the Certificate of Title.

Submit the following:

  • The California Certificate of Title. On the back of the title, the new owner section must show “Estate of (name of individual)” and their address. Any legal owner/lienholder named on the front of the title must be re-entered on the back of the title.
  • A Statement of Facts (REG 256) confirming the owner is deceased and Letters Testamentary have not been issued. The person completing the statement must indicate their relationship to the deceased.

Use tax and a smog certification are not required.

Vehicle ownership can be transferred to a deceased owner’s heir 40 days after the owner’s death, as long as the value of the deceased’s property in California does not exceed:

  • $150,000 if the deceased died before 1/1/20.
  • $166,250 if the deceased died on or after 1/1/20.

If the heir will be the new owner, submit the following to a DMV office:

  • The California Certificate of Title. The heir must sign the deceased registered owner’s name and countersign on line 1. The heir should complete and sign the back of the title.
  • Affidavit for Transfer without Probate (REG 5) , completed and signed by the heir.
  • An original or certified copy of the death certificate of all deceased owners.

If the heir prefers to sell the vehicle, the buyer also needs (in addition to the items above):

  • Bill of Sale (REG 135) from the heir to the buyer.
  • Transfer fee (two transfer fees are due in this case).

To transfer vessel ownership, submit the following:

  • The California Certificate of Ownership. The registered owner signs line 1. The legal owner/lienholder (if any) signs line 2. Complete the new owner information on the back of the certificate and sign it.
  • Bill(s) of sale, if needed to establish a complete chain of ownership.
  • A Vessel Registration Fee .
  • Use tax based on the tax rate percentage for your county of residence.

After you sell a vessel, complete a Notice of Transfer and Release of Liability (NRL) within five days of releasing ownership and keep a copy for your records.

How to Update or Change a Title

Because a California Certificate of Title is a legal document, it is important to keep it accurate and up-to-date. Here’s how you can update or change a title. 

Order a Replacement California Certificate of Title

You must order a replacement California Certificate of Title when the original is lost, stolen, damaged, illegible, or not received. 

To order a replacement title, submit the following:

  • Application for Replacement or Transfer of Title (REG 227) .
  • The original title (if you have it).
  • California photo driver license (if submitting form in person).
  • Replacement title fee .
  • If another replacement title was issued in the past 90 days, a Verification of Vehicle (REG 31) completed by the California Highway Patrol (CHP). This requirement only applies if the registered owner’s name or address doesn’t match DMV records*.

You can submit your application either in-person* at a DMV office or by mail:

If you’re submitting your form to a DMV office, we recommend you make an appointment so you can avoid any lines. 

You’ll receive your title by mail 15-30 calendar days from the date you submit the replacement title application.

*If you’re applying for a replacement title and the registered owner’s name or address doesn’t match DMV records (except for obvious typographical errors), you must submit your application in person with proof of ownership (e.g. registration card) and an acceptable photo ID (e.g. driver’s license/ID card).

Change or Correct a Name on a Title

Your true full name must appear on your vehicle or vessel California Certificate of Title and registration card. If your name is misspelled, changes (e.g as a result of marriage or divorce), or is legally changed, you need to correct your name on your title.

To change or correct your name, submit:

  • California Certificate of Title with your correct name printed or typed in the “New Registered Owner” section
  • A completed Name Statement in Section F of the Statement of Facts (REG 256) .

Removing Information that was Entered by Mistake

If a name or other information is entered on a title by mistake, complete a Statement to Record Ownership (REG 101) .

SpaceX’s launch of its mammoth Starship rocket on Thursday accomplished a set of ambitious goals that Elon Musk, the company’s chief executive, had set out before the test flight, the fourth.

Lifting off from SpaceX’s launchpad at 7:50 a.m. in South Texas, near Brownsville, Starship rumbled into the sky.

After it dropped away from the upper stage, the booster was able to gently set down in the Gulf of Mexico while the second-stage spacecraft traveled halfway around the world, survived the searing temperatures of re-entering the atmosphere and also made a controlled splashdown, in the Indian Ocean.

The flight was not flawless, and tough technical hurdles remain. The successes, surpassing what was accomplished during the previous test flight in March, offered optimism that Mr. Musk can pull off his vision of a rocket that is the biggest and most powerful ever and yet entirely reusable.

The outcome also helps validate the company’s break-it-then-fix-it approach to engineering, with steady progress since the first test launch in April last year when the rocket had to be deliberately destroyed when it flew off course.

“They are showing a capability to make progress more rapidly than we may have thought they’d been able to make,” said Daniel L. Dumbacher, executive director of the American Institute of Aeronautics and Astronautics, a professional society for engineers. “They’ve got a team that knows what they’re doing, has the capability is willing to learn, and just as importantly, is not beholden to past assumptions.”

If Starship can fly again and again, more like a jetliner than a conventional rocket, it could transform a global space launch industry that SpaceX already dominates.

Today’s flight is also likely encouraging for officials at NASA. They are counting on SpaceX to provide a version of Starship to take astronauts to the surface of the moon during NASA’s Artemis III mission, currently scheduled for late 2026.

Bill Nelson, the administrator of NASA, offered his congratulations on X, the social media site that Mr. Musk owns.

“We are another step closer to returning humanity to the Moon through #Artemis — then looking onward to Mars,” he wrote.

After reaching a peak altitude of about 130 miles, the Starship upper-stage vehicle fell back to Earth, as planned, and re-entered the atmosphere. Cameras on the spacecraft captured an vibrant glow of gases heating up beneath it.

At an altitude of about 30 miles, pieces started peeling away from one of the steering flaps near the top of the spacecraft, with the flap continued to work. The camera’s view then became obstructed when debris cracked the lens.

“The question is how much of the ship is left,” said Kate Tice, one of the hosts of the SpaceX broadcast.

Real-time data continued to stream back, relayed via SpaceX’s Starlink internet satellites, to the company’s headquarters in Hawthorne, Calif., all the way until the altitude was reported at 0 — the surface of the Indian Ocean.

A final engine burn flipped Starship to a vertical position just before landing.

“From South Texas to the other side of the Earth, Starship is in the water,” said Dan Huot, one of the other SpaceX webcast hosts. “What a day.”

A crowd of onlooking SpaceX employees outside mission control in California cheered wildly, with arms thrust upward in celebration.

“Despite loss of many tiles and a damaged flap, Starship made it all the way to a soft landing in the ocean!” Mr. Musk wrote on X.

The damaged flap and the loss of heat-resistant tiles points to crucial upgrades still needed. Otherwise, Starship would, like the space shuttles, require extensive refurbishment after each flight.

“But that’s all fixable,” Mr. Dumbacher said. “It’s a step in the right direction, and there are more steps that have to be taken.”

Earlier in the flight, the rocket’s first stage, the giant Super Heavy booster was also able to perform maneuvers that in the future would take it back to the launch site. For this flight, it simulated such a landing by setting down in the Gulf of Mexico. All three previous attempts at that feat have ended in explosions.

With the Starship vehicle stacked on top of the Super Heavy booster, the rocket is the tallest ever built — 397 feet tall, or about 90 feet taller than the Statue of Liberty, including the pedestal.

The Super Heavy has 33 of SpaceX’s powerful Raptor engines sticking out of its bottom.

As those engines lift Starship off the launchpad, they generate up to 16 million pounds of thrust at full throttle. On this flight, one of the engines failed to ignite, but that did not prevent it from continuing its trip to space.

A couple of weeks ago, after a successful launch rehearsal, Mr. Musk wrote on X that for this flight, “Primary goal is getting through max re-entry heating.”

In other words, he did not want the vehicle to burn up. And on Thursday, it did not.

The Starship launches have attracted spectators to SpaceX’s launch site near the southern tip of Texas.

On Thursday, they sat in beach chairs or atop pickup trucks and camper listening to the SpaceX broadcast. as the countdown continued.

“It is insane what they are doing here,” said Chris Thomassen, who had traveled from the Netherlands to watch the launch, camping out three days on a beach close to the launchpad, then moving to a spot just at the edge of the safety exclusion zone.

Robert Opel, 56, set up a tent outside the launch site four days before Thursday’s launch. He was so determined to see the liftoff from up close he had arranged to travel across the Rio Grande to Mexico, which is just a few miles from the launchpad.

“It is like all of your birthdays wrapped up into one,” Mr. Opel said, adding that this was the fourth — of four — Starship test launches that he had witnessed.

Russian military exercises in the Caribbean: Here's what to expect

Three Russian ships and a nuclear-powered submarine arrived in Cuban waters Wednesday ahead of military exercises  in the Caribbean. While the exercises aren't considered a threat to the U.S., American ships were deployed to shadow the Russians, U.S. officials told CBS News.

The Russian warships  were seen arriving in Havana's harbor on Wednesday morning and were expected to stay in Cuba until Monday. White House national security adviser Jake Sullivan told reporters on Air Force One on Wednesday the U.S. was closely monitoring the Russian ships.

"We have seen this kind of thing before and we expect to see this kind of thing again," Sullivan said.

The U.S. intelligence community has assessed that the submarine is nuclear powered but it isn't carrying nuclear weapons, CBS News national security correspondent David Martin reported. White House national security spokesman John Kirby told CBS News senior White House and political correspondent Ed O'Keefe last week that there was no indication nuclear weapons would be "at play" during the vessels' time in the Caribbean.

What Russian ships are in Cuba?

According to the Cuban Foreign Ministry, the three Russian ships are a frigate, a fleet oil tanker and a salvage tug. The three ships and the submarine headed across the Atlantic separately, Martin reported.

Russia has used the frigate, the Admiral Gorshkov, to test its Zircon hypersonic cruise missiles , according to the Reuters news agency.

Two American destroyers and two ships that tow sonar equipment behind them were shadowing the submarine, Martin reported. Another destroyer and a U.S. Coast Guard cutter were shadowing the three Russian ships. The U.S. Navy also used little sailboats fitted with cameras, known as sail drones, to shadow the Russian ships as they got close to Cuba.

The Admiral Gorshkov and the submarine carried out drills in the Atlantic that simulated a missile strike on enemy ships, the Russian Defense Ministry said Tuesday, according to the Associated Press.

While the Russian ships are in Cuba, the U.S. Navy ships shadowing them are expected to wait for the Russians and continue shadowing them when they leave port, Martin reported.

The ships' arrival in Havana — which the Cuban Foreign Ministry said was expected to include the fanfare of one Russian ship firing 21 salvos in a salute to Cuba — comes ahead of Russia carrying out air and naval exercises in the Caribbean in the coming weeks, Martin reported.

The exercises, which will include long-range bombers, will be the first simultaneous air and naval maneuvers Russia has carried out in the Caribbean since 2019, Martin reported. The exercises will be conducted over the summer, culminating in a worldwide naval exercise in the fall.

"Clearly this is them signaling their displeasure about what we're doing for Ukraine ," Kirby told O'Keefe. "So we're going to watch it, we're going to monitor it, it's not unexpected. … But we don't anticipate, we don't expect that there'll be any imminent threat or any threat at all, quite frankly, to American national security in the region, in the Caribbean region, or anywhere else."

The Russian ships are expected to head to Venezuela after Cuba, but it's unclear what the submarine will do, Martin reported.

What was the Cuban missile crisis?

The events in the Caribbean are different from the Cuban missile crisis that happened over 60 years ago. The 1962 crisis unfolded after the U.S. discovered launch sites in Cuba for Soviet ballistic nuclear missiles.

Over the course of 13 days, the crisis brought the Soviet Union and the U.S. dangerously close to nuclear war. A potential conflict was averted when the Kennedy administration reached a deal with the Kremlin for the missiles to be removed from Cuba.

When the US targeted Russia’s oligarchs after the invasion of Ukraine, the trail of assets kept leading to our own backyard. Not only had our nation become a haven for shady foreign money, but we were also incubating a familiar class of yacht-owning, industry-dominating, resource-extracting billionaires. In the  January + February 2024  issue of our magazine, we investigate the rise of American Oligarchy—and what it means for the rest of us. You can read all the pieces  here .

The luxury yacht may be the world’s most exclusive form of transportation. But there are only a hundred-some that meet the definition of a gigayacht—a pleasure craft 295 feet or longer. Their opaque ownership records offer a glimpse of modern wealth and power: Over two dozen are linked to Gulf royals, businessmen, or states, and 20 to citizens (past or current) of the former Soviet Union. At least 23 have reportedly belonged to Americans, including founders of Microsoft, Netscape, Amazon, WhatsApp, and Snapchat. The widow of a German retailer who thrived under Hitler owned one; a UK tax exile and a Formula 1 dad still do. Yugoslav strongman Tito’s old yacht makes the list; Dominican dictator Trujillo’s does too. Take a cruise through the history of the vessels and their—somewhat—more modest sister ships.

1895: Nineteen years before World War I, the future King Edward VII of England punches his nephew, Kaiser Wilhelm II, in the face, after the German’s 121-foot yacht, Meteor II , defeats the royal Britannia in a race off the Isle of Wight.

1954: Greek shipping magnate Aristotle Onassis ushers in an era of postwar one-upmanship with his 325-foot Christina O . It features a pool that converts into a dance floor, furniture made from whale foreskin, and pornographic carvings.

1963: During his final birthday party aboard the presidential yacht Sequoia , JFK chases future Washington Post editor Ben Bradlee’s wife, Antoinette, into the bathroom and gropes her. “I guess I was pretty surprised, but I was kind of flattered, and appalled, too,” she says later. The ship’s visitor logs are destroyed after Kennedy’s assassination.

1984: King Fahd of Saudi Arabia builds the record-breaking 482-foot Prince Abdulaziz .

1987: Sen. Gary Hart (D-Colo.) drops out of the presidential race just before photos emerge of him with model Donna Rice aboard the yacht Monkey Business .

1988: Donald Trump acquires Nabila , which previously belonged to the Saudi arms dealer Adnan Khashoggi and was featured in the James Bond film Never Say Never Again . He renames it Trump Princess , adds a disco, and changes the helipad’s “H” to a “T.”

1991: After one of Trump’s casinos files for bankruptcy, he sells Trump Princess to his bank—which flips it to a Saudi prince. A new yacht, the Trump Princess II , which he boasted would be “something in excess of 400 feet long, closer to 500 feet,” is never built.

British publisher Robert Maxwell’s body is found in the Atlantic Ocean, where he had been cruising on a 180-footer named for his daughter—the Lady Ghislaine . The vessel is eventually resold to Anna Murdoch, Rupert’s second wife.

1994: At a cocktail party on the oligarch Petr Aven’s yacht in the Caribbean, Boris Berezovsky meets Roman Abramovich, calling him a “nice boy who wanted to discuss commercial projects.” He and Abramovich begin working together to acquire Sibneft, a Russian state oil company.

1997: Construction ends on The Limited and Victoria’s Secret owner Les Wexner’s ­316-foot Limitless . The project was overseen by his good friend Jeffrey Epstein.

1999: Oracle co-founder Larry Ellison buys the 191-foot Izanami from a Japanese seller. He changes the name to Ronin , he said later , after “the local newspapers started pointing out that Izanami was ‘I’m a Nazi’ spelled backwards.”

2001: Months before Enron files for bankruptcy, former CEO Jeffrey Skilling asks a company executive for advice on finding a yacht broker. “This industry is known for crooks and thieves,” he warns Skilling.

2002: House Majority Whip Tom DeLay (R-Texas) promises to strip “corporate kingpins of their ill-gotten gains,” after scandals rock Enron and WorldCom. “We’re coming after the yacht.”

2003: DeLay charges donors $500,000 a pop for tickets to a yacht cruise.

2005: Ellison shoots down rumors he issued orders midconstruction to have his newest yacht, the 454-foot Rising Sun , extended to outdo Microsoft co-founder Paul Allen’s recently launched 414-foot Octopus .

Rep. Duke Cunningham (R-Calif.) pleads guilty to federal bribery charges after being caught living rent-free on a yacht, called the Duke-Stir , that was moored in Washington, DC, and owned by a defense contractor.

Sheikh Mohammed bin Rashid Al Maktoum’s 531-foot Dubai surpasses Prince Abdulaziz as the world’s longest yacht.

2006: Media mogul Barry Diller reveals the world’s longest sailing yacht, the 305-foot Eos , whose prow features a 9-foot-tall sculpture of his wife, Diane von Furstenberg.

2007: Diller opens a Manhattan corporate headquarters­­ at a Frank Gehry­–designed building that itself has been likened to a sailboat . It’s across the street from where Eos ties up.

2008: George Osborne, the No. 2 official in the UK’s Conservative Party, relaxes on Russian aluminum magnate Oleg Deripaska’s yacht while vacationing with his family in Greece. He denies an accusation that he solicited funds, explaining in a statement that they discussed “Russian history” and drank tea.

2009: As his marriage falls apart, Tiger Woods retreats to a 155-foot yacht called Privacy .

2010: Abramovich’s new ship, Eclipse , surpasses Dubai as the world’s longest yacht. The 533-foot vessel features a submarine, anti-missile systems, and lasers to thwart paparazzi .

2011: During an unsuccessful suit seeking $5 billion he believed Abramovich owed him from the sale of Sibneft, an exiled Berezovsky claims that his former partner helped purchase the yacht Olympia for Vladimir Putin. When the BBC publishes a supporting account from another Russian businessman five years later, Abramovich’s lawyers dismiss the allegation as “a rehash of speculation and rumours.”

2012: As GOP presidential candidate Mitt Romney faces criticism for holding investment funds in the Cayman Islands, his campaign invites donors to party on Cracker Bay . The ship, owned by the founder of The Villages retirement community, flies the Cayman Islands’ flag.

2013: UAE leader Khalifa bin Zayed al Nahyan launches the 593-foot Azzam , surpassing the Eclipse .

2017: After leaving office, Barack and Michelle Obama retreat to the South Pacific aboard David Geffen’s yacht, where they’re joined by Oprah, Tom Hanks, and Bruce Springsteen.

Abramovich’s business partner, Eugene Shvidler, blocks views of the Statue of Liberty while anchoring his 370-foot Le Grand Bleu in New York Harbor for a month.

Addressing the national Boy Scout Jamboree, Trump tells an anecdote widely assumed to allude to sex parties on a yacht belonging to the developer of the Levittown suburbs. “You’re Boy Scouts, so I’m not going to tell you what he did,” he said. “But you know life.”
