What is a Marine Survey and why should you get one?

Buying a boat can be a significant investment. For this reason, getting a Condition and Valuation Survey before purchasing really makes sense. If you are financing your purchase, it might even be a requirement.

O.R.I. Surveys perform inspections of vessels of all types including pleasure craft, tugboats, fishing boats, barges, dredgers, cargo vessels and more for the purpose of pre-purchase evaluation, insurance eligibility, insurance claim resolution and regulation compliance.

What is a Boat Survey / Yacht Survey?

Basically, it is a detailed inspection of a boat done by a qualified, diligent, intelligent and honest surveyor, for the purpose of determining its current condition and seaworthiness.

In particular, to determine if the vessel is safe to use in conditions for which it was designed, and what maintenance and repairs are required, or are likely to be required in the near future.

The marine survey may be requested by your insurance provider or financial underwriters to help determine the vessel’s condition and valuation.

Why do I need a Marine Survey?

The marine survey determines if your boat meets safety criteria set forth by the administration. The findings uncovered by a Marine Surveyor will determine the true value of the subject vessel and is often used as a negotiation tool.

Buying a marine survey is buying peace of mind. It will give a better idea of exactly what you are getting into with your boat purchase, and help you learn what will be necessary to maintain the vessel in the future to keep you and your family safe, and your investment secure.

In addition, you might not be able to secure insurance or financing without providing the insurance company or lender with an acceptable survey, so you might as well make the survey a condition of purchase to begin with.

Our role as a surveyor is to look over all aspects of the boat and report on its condition, systems and what needs.

Our reports are in plain English and are often used to discuss prices with the broker, raise finance and obtain insurance.

Our surveys are fair, realistic, pragmatic and tend to explain to the potential purchaser all our findings. As Prime Yachting has 22 motor yachts in charter and management, we are very well familiar with all yacht systems and works, as well as with new technology and various yacht brands and their most common issues.

Prime Yachting can carry out market appraisals to give an indication of the market value of a yacht –  this is also an excellent price negotiating argument when buying a yacht!  

All our reports contain photos and videos, as well as our conclusion and realistic market value.

We’re also conducting a handover of new yachts (from the factory) for the Owner, with detailed list of warranty works and claims, photos and videos, in order to help the Owner finalise the handover and purchase process.

First registration of the yacht

1. SUBMISSION OF REQUESTS

Initial survey is the initial technical inspection that must be performed by each yacht and pleasure craft with a hull length of more than 15 meters, which will be register for the first time in the Register of Ships of the Republic of Croatia.

Requirements for initial survey of yachts of Croatian nationality are described in the “Ordinance on crafts, boats and yachts", (Off. Gazette 13/2020 and 52/2020).

Requirements for equipping Croatian yachts with safety equipment are described in the "Ordinance on crafts, boats and yachts", (Off. Gazette 13/2020 and 52/2020).

Registration of the yacht is preceded by the procedure of determining the technical acceptability for the first registration of the yacht according to the specific requirements of the “Ordinance on crafts, boats and yachts", (Off. Gazette 13/2020 and 52/2020).

To submit an "online" application for the issuance of a "Yacht Data Certificate" and to perform an initial survey of the yacht, you need to click HERE. You will be notified by e-mail that the request has been duly received.

The application should be fully completed and contain all information about the applicant (exact and complete name of the legal or natural person who owns the yacht, address, telephone number, e-mail, name and surname of the responsible person, OIB (personal identification number) etc.).

The request must be accompanied by the following (original documents, certified translations or certified copies are not required):

  •  For newly built yachts for commercial or personal use, hull length up to 24 meters:

copy of the EU Declaration of Conformity for a yacht in Croatian language

copy of Builder's Certificate

copy of the EC Type-examination certificate in accordance with the Directive (EC Type Examination), if required by the Directive regarding the applied conformity assessment procedure

copy of the EU Declaration of Conformity for propulsion machines (power greater than 120 kW)

copy of Noise test report if applicable

if the authorised person submits the request, a certified power of attorney should be attached

  • For newly built yachts for commercial use, or second-hand yachts for personal use, hull lengths greater than 24 meters:

Certificate of completion of construction issued by a recognized organization in accordance with Regulation (EC) 391/2009 of the European Parliament and of the Council

  • yacht for personal use 

 copy of the Class certificate issued by a recognized organization in accordance with Regulation (EC) 391/2009 of the European Parliament and of the Council

 a copy of other yacht certificates for navigation issued by the previous maritime administration in accordance with the conventions of the International Maritime Organization (IMO) 

 copy of the Certificate of Registry

  • For second-hand yachts for personal use with a hull length of up to 24 meters:

copy of the Certificate of Registry, Yacht Certificates or other relevant document of the EEA Member State as proof that the subject yacht has already been placed on the market and / or used within the EEA

  • For second-hand yachts for commercial use, hull length up to 24 meters:

copy of the Certificate of Registry, Yacht Certificates or other relevant document of the EEA Member State as proof that the yacht in question has already been placed on the market and / or used within the EEA

copy of the EU Declaration of Conformity for a yacht

copy of the EC Type-examination certificate in accordance with the Directive (EC Type Examination)

if the authorised person submits the request, a certified power of attorney should be attached.

All newly built yachts that have never been placed on the market and / or put into use in the EEA member states and which are placed on the market and / or put into service in the territory of the Republic of Croatia for the first time, must have an EU Declaration of conformity issued by the manufacturer in Croatian language.

It is necessary to submit a direct request for the first registration of the yacht to the competent Harbour Master's Office, request for the assignment of the name of the yacht, as well as request the issuance of other documents necessary for the first registration.

2. INITIAL SURVEY

Initial survey of the yacht is performed by the CROATIAN REGISTER OF SHIPS (CRS).

Upon receipt of the "on-line" request, the CRS issues an order to its competent Branch office to perform a yacht survey.

You will receive an e-mail informing which Branch office you need to contact for a survey. In order to shorten the survey procedure, it is recommended to agree on the date and place with the CRS Branch office immediately upon receipt the notification by e-mail or when the yacht is prepared for inspection and equipped with all required equipment.

Initial survey of the yacht can be started before the completion of the yacht registration procedure in the Register of Ships of the Republic of Croatia.

The duration of the yacht survey depends on the condition of the yacht, the scope of the inspection, the equipment of the yacht, and depends on the case. It is desirable to prepare as many yachts as possible for survey at the same location at the same time.

3. ISSUANCE OF DOCUMENTS

Based on submitted documents, the Harbor Master's Office, to which the request was submitted, issues the Certificate of Registry .

Upon successful completion of the initial survey and registration of the yacht (with prior presentation of the Certificate of Registry original documents or certified copies are not required) CRS issues:

  • for the yachts with hull length up to 24 m

Certificate of the yacht ability for navigation (commercial use / personal use)

  • for the yachts with hull length greater than 24 m

Certificate of Class

Other yacht certificates for navigation issued on behalf of the Republic of Croatia in accordance with the conventions of the International Maritime Organization (IMO).

In the following you will find information on the process of a typical Pre Purchase Yachtsurvey as well as a checklist for the best possible organization of the inspection on site.

For a full scale survey inculiding sea trials, the whole process will usually take around two days for yachts of 40 feet length and larger.

TIMELINE OF A PRE PURCHASE SURVEY

Phase 1 hull inspection.

Pre Puchase Yachtsurvey: Hull Inspection in Italy and Croatia

The inspection of the hull usually marks the start of the survey and, in addition to checking the underwater section, also includes checking all through-hull fittings as well as the steering and propulsion system.

If a moisture measurement shall be carried out, it is advisable to store the boat on dry dock for at least 3 to 4 days in advance in order to ensure plausible readings.

PHASE 2 DECK & SUPERSTRUCTURE

Pre Purchase Yachtsurvey: Deck Inspection in Italy and Croatia

The next step is to inspect the deck and the superstructure as well as all hardware in these areas – from the anchor gear to the navigation lights to the railing.

In this phase, special attention is also paid to the hull-deck connection, as this part represents a particularly critical function for the structural integrity of a boat.

PHASE 3 ENGINE AND STRUCTURE

Now we get to HULLthe heart of every boat: the machinery including the associated peripherals.

All structural components such as stringers and bulkheads are also checked during this phase.

PHASE 4 INTERIOR AND COMFORT SYSTEMS

The next step is the inspection of the entire interior as well as all comfort and cockpit systems.

If desired, a thermographic inspection of the electrical equipment (switchboard, etc…) can also be carried out in this phase.

PHASE 5 SEA TRIAL

Pre Purchase Yachtsurvey: Sea Trial in Italy and Croatia

If up to this point it has been ensured that the boat is seaworthy, the sea trial follows. A detailed schedule of different maneuvers (such as “back-down” test and “wide open throttle test”) is defined with the skipper to ensure that all critical systems are loaded accordingly in order to check their proper function.

Of course, the schedule can differ slightly from this order depending on the individual situation on site. As a rule, however, this procedure has proven itself very practicable as it allows possible defects and suspicious factors to be identified in advance and then to pay special attention to them during the stresses of the sea trial.

CHECKLIST FOR THE SURVEY

In order to ensure a smooth process for everyone involved, please find below a list of all organizational matters that need to be clarified in advance of the survey. Of course, we are happy to support you with all these steps.

Obtain the owner’s consent for the survey

Ensure insurance coverage, skipper and crew*, schedule the haul, remove covers, ensure access and documents.

*) Note: It makes sense to start with the inspection of the hull on dry dock and putting the boat back to water for the test drive at the end of day 1 or the beginning of day 2. Should an external skipper be required, he or she is ideally available in the morning of day 2.
