Best marinas to dock your boat..

Marine, marina, harbor, yacht club, port — not exactly synonyms, but close. A marina provides safe dockage for vessels of all sizes, often offering supplies, repair, and other facilities to those who rent a slip. A quick (but unreliable) Google search told us that there at about 12,000 marinas in the United States.

Whether that’s true or not, that’s a lot to sift through. But we did it — we found the top 10 superyacht marinas in the U.S.

1. Yacht Haven Grande | Miami, Florida

“Welcome to Miami” is the vibe when you step off the yacht and into Yacht Haven Grande by Island Gardens. This marina is nothing short of flash and accommodates some of the largest superyachts in the world. 

This Miami marina was specifically designed to host mega yachts reaching 500+ feet in length, plus accommodation for smaller tenders. Onsite amenities include a luxury lounge, conference room, mail and package delivery, concierge service, BBQ area for crew, and water taxi to select Miami waterfronts. 2. Gurney’s Star Island Marina | Montauk, New York

All the way at the End of the World (as Montauk, NY is so often referred to), is Gurney’s Star Island Marina . It’s part of a larger resort and therefore offers plenty of amenities for boat owners who book a slip. Despite a sense of exclusivity, Gurney’s Star Island Marina does not require a membership. 

The marina can accommodate yachts up to 220 feet with a maximum draft of 12 feet. Boat guests have full access to Gurney’s Star Island facilities and amenities, including laundry services, a private beach, a fitness center, heated pools, tennis courts, and waterfront dining options. It’s a welcome land excursion for yacht charters in New England .

3. Bahia Mar Yachting Center | Fort Lauderdale, Florida

Smack dab in the heart of Fort Lauderdale is the Bahia Mar Resort and Yachting Center (also home to the Fort Lauderdale International Boat Show ). It’s all about the amenities when you dock at Bahia Mar, which includes access to a swimming pool, fitness center, entertainment concierge, diving and sailing tours, and dining options. Oh, and the beach is right across the street. 

The marina is separated into the South Basin and the North Basin, with the resort, parking, shops, and restaurants conveniently in the middle. Bahia Mar holds 250 slips and can accommodate vessels up to 300 feet in length. Facilities include fueling, free WiFi, cable television, and pump out. 4. Safe Harbor Charleston City | Charleston, South Carolina

Safe Harbor has locations all over the west and east coasts, but its marina in Charleston , South Carolina is one of the best superyacht marinas in the United States. It’s home to the Mega Dock (dun, dun duunn), which hosts some of the most prestigious yachts in the world.

Charleston is a premier boating destination , and the marina’s state-of-the-art facilities and southern hospitality are a welcome respite after a big day on the water. Yachts that book a slip at Safe Harbor receive complimentary wifi, shore power hookups, freshwater hookups, and cable TV hookups. They also have a full marine service, fuel dock, and waterfront restaurant. While membership is not required to dock at this marina, you can become a member of Safe Harbor to gain access to an entire network of premium locations, amenities, and events.

5. Marina del Rey Marina | Los Angeles, California

Marina del Rey hosts one of the largest marinas in the U.S. It can accommodate vessels up to 150 feet in length and up to 5,000 yachts year-round. Californians do things big — the marina has hotel rooms, restaurants, a Denison office , a movie theater, paddleboard rentals, and a shopping center (among other amenities ). It’s a short drive to/from Santa Monica for the beach or LAX to catch a flight. When you book a slip at Marina del Rey Marina, you’ll get security, fresh water, power, ice delivery, wash and fold delivery, and dockside shuttle service.

6. Farley State Marina | Atlantic City, New Jersey

Yachting began in the 16th century when lightweight and easily manoeuvrable boats were built to evade pirates. Slowly, their designs and use evolved, and after the end of major world wars, they were mainly used for recreation as pleasure crafts.

In today’s world, yachts participate in regattas and several other competitions held around the world. Rich owners go on sea holidays on their comfortable and luxurious yachts, endowed with the most advanced features.

Additionally, the upkeep of the yacht requires substantial money and time. Hence, owners want their yachts to berth at the best yacht marinas with all the amenities to safely handle their prized possessions.

Porto Montenegro

It has 450 berths spanning 12-180 meters. Many facilities, such as yacht repair and maintenance, water sports, and cultural activities like music events, fashion shows and art exhibitions, can be enjoyed by visitors.

The waterfront has many multicuisine restaurants, spas, boutiques and the Naval Heritage Museum and Lido Mar- a big pool and bar constructed in the Venetian architectural style. Many exciting sailing regattas are also organised at the marina annually.

2. Dubai Harbour, UAE

Situated at the confluence of the grand Palm Jumeirah and Bluewaters, Dubai Harbour is a top-class marina in the UAE. It boasts a modern yet elegant cruise terminal that syncs with the gulf’s longstanding seafaring traditions.

The marinas of the Dubai Harbour cement the city’s position as a prominent maritime hub. It has 1100 berthing facilities and 3 bays that accommodate yachts measuring 160 metres or less.

It has an expansive shopping complex, a yacht club and also helipads. It is the perfect stopover point for luxury yachts and superyachts.

It is close to the international airport and has picturesque waterfront residences. The harbour is easily accessible from attractions like the Burj-al-Arab. The authorities offer VIP facilities to guests and ensure people can explore Dubai in a unique manner in its waters.

The cruise terminal covers 120,000 m2 and is an iconic entry point to Dubai. The two terminals can welcome the biggest cruise ships and are endowed with many entertainment facilities, leisure activities and retail offers.

3. Marina Grande, Capri

One of the oldest fishing settlements in Italy, Marina Grande on the island of Capri is the most expensive marina in the world, which redefines luxury and comfort. One can find congregations of yachts and superyachts owned by the world’s wealthiest in its berths.

Securing a berth is not easy, and one has to book several months in advance to visit this exotic marina with colourful houses, beautiful cliffs and lush hills. It is located below the main town and is enclosed by world-class restaurants and 5-star hotels offering breathtaking views.

The marina has more than 300 berths that welcome superyachts measuring up to 60 m or 197 feet. It is also the departure point for boats going to Blue Grotto.

While cruising in the adjacent waters, one can expect to see medieval villages, bungalows on rocky ridges, white sandy and pebbled beaches of Capri and the beautiful scenery as if it were a painting. Capri also has many nightclubs where people can party their hearts out.

It is the only port on the island and a busy one too. It handles yachts along with ferries. The harbour is well-linked to famous tourist spots such as the Piazetta. A bus stop is close to the port, and one can also take the traditional open-air taxis.

4. Port of Hercule, Monaco

Monaco is a luxury tourist destination, and the Hercule port is an extension of its affluent image. Lying in a natural bay at the end of an ancestral rock, Hercule is a deepwater harbour. It is enclosed by five-star hotels, resorts, casinos, pubs and clubs.

The yacht marina has 700 berths, including 30 visitor berths capable of accommodating yachts measuring 120 m and more. All are endowed with fresh water and electricity supply, public telephones, a self-service laundrette, and a garbage collection unit. There is wifi, a television and fuel service too.

Port of Hercule

The port was once used for trade by the Greeks and Romans; however, it was not well-sheltered from easterly winds. Hence, two piers were erected in the 20th century to solve this issue.

Port Hercule is filled with yachts when the Monaco Grand Prix is organised in May. Guests can enjoy the show from their yachts. Many yacht owners also participate in the grand Monaco Yacht Show held in September.

5. Limassol Marina, Cyprus

Cyprus is world’s one of the most famous and easily accessible islands. It is directly connected to many European and Gulf countries via Airways. Cyprus has kept up with the times, infusing modernity while retaining its age-old charm and natural beauty.

The island has peaceful coves, bays, streams and coastal resorts, all close to the Limassol Marina, which acts as a base to explore the island of Cyprus and enjoy its beauty. Apart from this, guests can go for watersports, especially scuba diving.

The marina offers 650 berths for yachts measuring 110 metres or less. It also has 162 luxury apartments and 74 seaside villas. Not only this, but it also has many private berths that can be rented and direct beach access. The marina has several dining and shopping areas, a beauty and wellness centre etc.

It has a boatyard offering repairs and maintenance through its hundred-ton travel life, a 50-tonne trailer and a slipway. There is also a chandlery shop to meet all yachting needs.

6. Vilamoura Marina, Portugal

Vilamoura is the biggest marina in Portugal and has been voted the best year after year. It has 1300 berths and offers an array of services to its clients. The marina has grown steadily and is endowed with the latest technology to provide a seamless experience.

It is the key attraction of Vilamoura and has emerged as a true marine destination providing mooring to day cruisers and luxurious superyachts. It is a popular shopping hub featuring local craft shops to big brand stores. It is close to an environmental park, golden sand beaches, clubs and casinos.

It also has a boatyard with a slipway, a 60-tonne capacity crane, two lifts, forklifts, and stacks. Services like repair and maintenance, hull cleaning and towing are offered.

About 200 boats can be kept in its land storage area. Chandlers can be found in the reception areas and also several quays.

Guests can enjoy water sports like parasailing and jet skiing or charter a boat. There are golf courses, tennis courts and an equestrian centre too.

7. Port de Gustavia, Saint Barts

Saint-Barthelemy island is an exotic location in the Carribean Sea. The island’s famous port of Gustavia is one of the world’s most scenic and iconic natural harbours. It comprises two facilities: a marina for boats and yachts and a commercial trading port.

Its marina can accommodate 152 boats and superyachts measuring 152 m or less. It is easily accessible and close to the island’s airport. Customers can avail of many services, such as fuel supply, fresh water and electricity, free wifi etc. Fuel is available for small yachts and tenders at the commercial pier.

Its mesmerising location makes this marina special despite its limited number of berths. It is nestled between lofty hills, lush greenery and turquoise blue waters. It is almost impossible to make a reservation here during peak season when the rich flock here to relax and enjoy a perfect weekend. During Christmas, the firework show is also a sight to behold.

Near the marina are several boutiques, white sandy beaches, palm trees, cabanas, restaurants and an enchanting view.

8. Yalıkavak Marina, Turkey

One of the most famous marinas worldwide, the Yalikavak marina holds several titles and awards, such as Best Superyacht Marina Award in 2022. It is also a part of the British Yacht Harbour Association’s five gold anchors rating.

Yalikavak marina has 620 berthing facilities and offers excellent services through its well-trained and professional staff. Yachts having a maximum LOA of 140 metres are welcome here. Over a hundred superyachts visit the marina annually, including the iconic Eclipse, Saluzi, Heritage and many others.

The shopping alley is lined with numerous brand stores and boutiques. There is also a beach hotel and a fitness centre.

The marina is a part of the UNICEF platinum wings initiative, which helps disadvantaged children get their basic human rights.

About 1000 professionals are employed at the marina, which receives over 2 million guests from 120 nations. It promotes the image of Turkey as a prominent maritime tourism destination.

9. Marina Flisvos, Greece

Flisvos Marina lies in Paleo Faliro, just six km from Athens. It is the premier Greek Marina that offers mooring and other facilities for mega yachts. It has 303 berths, of which 50% are reserved for luxury yachts measuring more than 35 m.

It is the perfect leisure spot on the Athenian Riviera and covers over 6000 m2. The promenade is lined with trees, coffee shops, bakeries and dining spaces. Special events are also organised in the commercial complex every year and can be enjoyed by guests and visitors.

Other infrastructure includes a control tower for ensuring the safe movement of yachts, a helicopter landing area and two parking lots to accommodate 310 vehicles. One can go shopping and leave their children engaged at the famous children’s playland.

10. OneOcean Port Vell, Barcelona, Spain

The OneOcean Port Vell is a luxurious marina to accommodate huge yachts. It is ideally located at the heart of the city centre, close to the neighbourhood of Barceloneta and other attractive destinations such as the Las Ramblas, the Gothic Quarter and Camp Nou.

It was initially constructed for the 1992 Olympic games and has been upgraded since then. It has 148 mooring facilities or berths with a 9 to 14 m depth to welcome 190 m long superyachts. Work is underway to construct eight additional berths to welcome yachts between 30 to 8 metres.

OneOcean Port Vell

The marina has a gymnasium, a cocktail bar and a famous restaurant with live music. The renowned club lies amidst Espanya and Barceloneta quay and can be entered from the Maremagnum recreation complex. There are also several shops to rent water sports equipment.

With a growing number of superyachts over 100 meters in length, there is more and more demand for large yacht berths in scenic locations worldwide.

Finding marinas that welcome larger vessels and also offer high-end facilities is therefore challenging. Here is a comprehensive list of the eleven largest yacht berths in the world that are popular for yacht spotting .

1. Porto Montenegro

Porto Montenegro in Tivat

Porto Montenegro has by far the largest yacht berths in the world and can accommodate up to 450 vessels, each measuring 250 meters.

The marina itself offers all necessary services like refueling, on-site provisions, or repairs.

Fashion stores, day spas, sports, leisure, and cultural facilities are also located just a few steps away from the port, making it extremely popular among yacht owners looking for a luxury experience. 

The surrounding streets of Porto Montenegro are well known for their upscale restaurants, bars, and waterfront hotels.

3. Marina Port Vell

Located in Barcelona, Spain, the Marina Port Vell offers 151 berths for yachts up to 190 meters.

Its excellent location close to the city center and many of Barcelona’s main attractions makes this marina very popular among yacht enthusiasts.

Marina Port Vell is also a highly secure port with sophisticated CCTV and professional security guards stationed in the area 24/7. The on-site facilities include a gym, a business hub, and exclusive restaurants. 

There is also a dedicated crew lounge within the marina where the captain and crew can spend their time ashore.

Marina Port Vell stands out due to its convenient location, although this berth tends to fill up quickly during the summer months and can become extremely crowded due to its popularity.

4. Port Vauban

Port Vauban is the leading marina in the Mediterranean, with 1,500 berths available for yachts with a length of up to 160 meters.

Located in Antibes, France, between Cannes and Nice, Port Vauban is one of the most popular locations for yachting and also one of the largest yacht berths in the world. The marina is also well known for its exclusive yearly events and parties. 

Any standard, as well as unusual services and requests, are fulfilled by the berth’s own agents, who are on call 24/7.

Among other high-profile guests, Microsoft co-founder Paul Allen and his 126-meter yacht OCTOPUS are regular guests at Port Vauban.

5. Port Tarraco

The 5th largest yacht berth on this list is located in Tarragona, Spain, just 100 km southwest of Barcelona.

Port Tarraco is a smaller and highly exclusive marina with just 33 berths in total, and it can accommodate boats from 45 meters up to a length of 160 meters.

The business pier next to the marina offers a broad selection of excellent restaurants, bars, and shopping opportunities. 

Furthermore, there are several yachting stores in the area surrounding Port Tarraco where you can purchase all important spare parts and supplies that might be needed.

Tarragona itself was declared a UNESCO World Heritage Site in 2000 and has lots to do and see, including famous landmarks and historic ruins.

6. Port Hercules

Port Hercules is located in Monaco, on the French Riviera, and has not only one of the largest yacht berths in the world but also represents one of the most popular locations for yachting in general.

The marina has 700 berths for yachts with a length of 135 meters and a maximum draught of 30 meters. 

Monaco attracts millions of tourists every year with its many sights and upscale restaurants. The Monaco Yacht Show is held in Port Hercules every year, attracting thousands of visitors from all around the world.

7. Porto Mirabello

Porto Mirabello is a unique port located in the harbor town of La Spezia in northern Italy. Since the bay is relatively small, the berths had to be constructed without obstructing the beachfront, which proved to be a challenge.

Porto Mirabello was therefore partly constructed on an artificial island which makes this port a unique and unusual project. 

Vessels between 12 and 130 meters in length can anchor at La Spezia’s berths, making it one of the largest in the world.

La Spezia is a charming former fishing village that has become a popular starting point for exploring Italy in the yachting community.

8. Vilanova Grand Marina

Vilanova Grand Marina is a modern and well-equipped port with some of the largest yacht berths in the world.

After its opening in 2009, the port quickly gained recognition and earned a place among the most well-frequented harbors in Europe.

Vilanova can welcome vessels up to 120 meters in length, although the berths are extremely popular, with only a limited number available for sale or rent. 

This port specifically specializes in superyachts and was constructed with the proximity to Barcelona’s International Airport in mind allowing owners to arrive conveniently in their private jets.

9. Limassol Marina

As the only superyacht port in Cyprus, Limassol Marina combines luxury hotels with sought-after restaurants and, of course, plenty of high-end shopping opportunities.

Its berths can accommodate yachts of up to 110 meters, excluding some of the world’s largest vessels but still allow it to rank alongside high-profile marinas around the Mediterranean. 

Yachts like A or MADAME GU frequent the port and attract curious onlookers. Limassol has space for up to 650 yachts which give an idea of its size.

However, there is far more to the port than just berths. With elaborate real estate projects on the property, there are plenty of investment or luxury housing opportunities to explore.

10. Club Nautico Marina, Cartagena, Colombia

Club Nautico Marina is situated in the historic city of Cartagena, Colombia, and is dedicated to both the sailing and powerboat community worldwide. It is conveniently located a short walk from the historic center, with a supermarket just 2 minutes away.

The marina emphasizes the security of vessels and crew, with a family touch reflecting the history and development of the marina. Originally a haven for international sailors, it now caters to both recreational vessels and those dedicated to tourism activities.

While you’re enjoying your time in Colombia, don’t forget to go further inland and checkout Medellin, a cultural city with excellent food, weather, nightlife and one of the best pub crawls to experience!

11. Yalıkavak Marina

Yalıkavak Marina or sometimes called Port Palmarina is situated close to Bodrum in Turkey. The marina only opened in 2012 with a grand party including a long list of high-profile guests.

The port is owned by the Azerbaijani businessman Mubariz Masimov who supported this one-of-a-kind project and gathered over $45 million in investments. 

In addition to housing yachts, Port Palmarina is a hub for entertainment, shopping, and fine dining, attracting international tourists.

12. Marina di Stabia

Just a short ride from Naples in Italy lies the Marina di Stabia which can host superyachts of up to 100 meters.

The port has a strategic position that allows visitors to reach places of interest such as the Amalfi Coast, Capri, or Naples easily and comfortably. 

With up to 900 berths available for purchase or rent, the Marina di Stabia is not only one of the largest but also the most modern ports in the area, with the volcano Mount Vesuvius providing a beautiful backdrop.

Moscow yachting port / Yacht club MRP is located in Dolgoprudny, a town near Moscow, on the banks of the Khlebnikovskoye backwater of the Klyazma reservoir, famous for its high density of yacht clubs and sunny beaches, popular among residents of the Moscow Region. The pier is designed to receive 200 vessels up to 150 meters long, and the port's infrastructure allows providing services at the European level, including repair at a high technical level.

Among the services and infrastructure facilities provided on the territory of the Moscow yachting port / Yacht club MRP :

  • Warm boathouses;
  • Possibility of round-the-clock fueling of ships on water;

How to get there

You can get to the Moscow yachting port / Yacht club MRP either by car - 6 km from MKAD along Dmitrovsky sh., In the Gribki settlement, then turn right at the Moscow Yacht Port sign after the construction market at the entrance to the overpass. Then drive under the bridge and keep to the right, moving along the main road, then follow the signs for “Moscow Yacht Port” and “Yacht Club MRP” to the railway crossing, turn right before it, after 300 meters on the right side there is an entrance barrier in the "Yacht Club MCI." Also, by car you can get through Dolgoprudny on the Likhachevsky highway, after the railway crossing of the Vodniki station, turn left. Another way is to take a suburban electric train from Savelovsky Station to the Vodniki station. You can also fly to the yacht club by helicopter.

The Port Marina is the nation’s first and fastest, state of the art, automated dry stack marina. It is the closest marina to Port Everglades, with only 5 minutes travel to ocean access. It’s conveniently located just off the 17th Street Causeway in beautiful Fort Lauderdale Florida and is directly across from the 15th Street boat launch. It is surrounded by some of Fort Lauderdale’s finest restaurants, shops, condominiums, and hotels. All within walking distance.

Proven cutting edge technology since 2005, this laser guided overhead crane has safely stored boats up to 52’ with the simple touch of a button. No more forklift damage and diesel soot. This technology ensures fast delivery from slip to water, without human error, in as little as three minutes.

CHECK OUT THE PORT MARINA

The Port Marina is a Maff-Stack designed and engineered facility fortified of steel and concrete. Engineered to withstand sustained winds of 135 mph, it has already protected the vessels inside through two major hurricanes including a direct hit by Wilma. It is world renowned for the features and performance of this 4-level rackaminium. Not only can you lease, but you can own.

Utilizing Trutegra “no sway” controls and a touchscreen interface, this automated crane system can accommodate a wide range of hull types. Boats not commonly found in dry stacks with IPS drives, shaft-driven, and even catamarans like a Freeman (with modified bunking), can be safely lifted and stored out of the water with the specialized cradling system. West wall racks accommodate boats up to 42’ in length while east wall racks will allow up to 52’ length, with a maximum weight capacity of 30,000 lbs. plus. Forward thinking in design, the Port Marina can accommodate todays longer, beamier, and heavier boats.

As your day on the water ends, let our fine staff manage the care of your prized possession as we put it back in storage. All boats are run through the Port’s cutting edge fresh-water wash system prior to storage.

Could sanctions leave oligarchs’ super yachts high and dry in Spain?

Russia’s wealthiest men own vessels worth millions. Now penalties might make it illegal to supply or service them

Among the many gleaming white boats lining Barcelona’s historic port, the super yachts of the super-rich stand out.

If there are fewer of them than usual at the moment it’s because most are still wintering in the Caribbean. However, overshadowing the small fry (super yachts are roughly defined as starting from 25 metres in length) are a number of palatial vessels, including yachts owned by the King of Bahrain, Walmart heiress Nancy Walton Laurie, and media mogul Barry Diller.

Among them are three vessels belonging to some of Russia’s wealthiest men. They have a combined value of hundreds of millions of dollars. Their owners could be forgiven for feeling a little nervous as western governments ponder who to target next in a threatened barrage of sanctions against Russia in retaliation for its invasion of Ukraine.

All three yachts are in for refitting in the MB92 shipyard, which specialises in servicing super yachts. The largest is the 139-metre, Bermudian-flagged Solaris, which belongs to Roman Abramovich , the man who owns 29% of mining company Evraz, as well as Chelsea football club.

Next up is the 74-metre Aurora, owned by Andrey Molchanov, who has a controlling stake in LSR Group, Russia’s biggest producer of building materials, and a current net worth of €1bn, according to Forbes magazine.

Finally, there is the 70-metre Galactica Super Nova, whose owner is Vagit Alekperov, president and chief executive of Lukoil, in which he has around a 20% stake. He also owns 36.8% of the football club Spartak Moscow.

Lukoil is considered to be a potential target for European sanctions, given the energy giant’s importance to the Russian economy, and the fact that it is already subject to some US sanctions. It is a company of strategic importance to Russia, and Alekperov was among a gathering of business leaders summoned by Putin to a meeting in the Kremlin on Thursday.

Since 2017, Alekperov has also been part-owner of Marina Port Vell, Barcelona’s pleasure port. The old port, which dates back to Roman times, was renovated for the 1992 Olympic Games, and in 2010 it was ceded by the conservative city government to the London-based Salamanca Group for development as a marina for super yachts.

In 2017, ownership passed to the Qatari Investment bank, QInvest, and a fund with several international investors, among whom Alekperov is a stakeholder, in a concession that expires in 2048. The port is investing €20m (£16m) in a bid to become the biggest super yacht marina in the Mediterranean.

Abramovich is one of 35 individuals who should be considered for sanctions, according to a list drawn up by the organisation of Russian opposition leader Alexei Navalny.

The names of the 35, who range from businessmen to media owners, government officials and politicians, was read out in parliament this week last week by Liberal Democrat foreign affairs spokesperson Layla Moran. She said: “We need to start by heeding the names of those who were identified by Alexei Navalny and his team as ‘key enablers’ more than a year ago.”

Abramovich holds Israeli and Portuguese citizenship and his lawyers insist that “he is not subject to sanctions, and this has been confirmed publicly by the prime minister”. They have said neither he nor Evraz “fit the description of those likely to be subject to sanctions, as set out by the foreign secretary”. Alekperov and Molchanov did not respond to requests for comment.

The three businessmen have not been named on any sanctions list. However, both US president Joe Biden and Boris Johnson have threatened wider action against the owners of companies across sectors including energy, mining and construction, which puts individuals such as Alekperov within the scope of those who could be affected.

“The UK’s new designation criteria permit a broad range of businesses to be designated as financial sanctions targets,” says sanctions expert Stacy Keen at law firm Pinsent Masons. “In relation to Russia’s strategically important businesses, the regulations specify that this applies to those operating in the chemicals, construction, defence, electronics, energy, extractives, financial services, transport and information, communications and digital technologies sectors.”

So, were such sanctions applied, what would it mean for the oligarchs’ yachts in Barcelona and elsewhere?

“The way sanctions work is that they don’t seize assets, but freeze them, and the individuals can’t use them to generate funds,” says Keen.

“If the EU were to make a designation equivalent to that made by the UK, no Spanish or other EU business would be allowed to supply services, from fuel to crew, for the use of the yacht. In effect, the yacht wouldn’t be able to function.”

How this will play out depends on the alignment of sanctions between the main players – the US, the UK and the EU. All three have promised coordinated action, and while there are some differences in measures taken in recent days, there are areas of overlap.

However, this is unlikely to have any knock-on effect on the thriving wider super yacht market, where order books are full for at least five years. According to MB92, 185 super yachts were built in 2021, compared with 148 in 2019. Covid led to a boom in the deluxe vessels, which provide an ideal form of social distancing for the 1%. Record numbers of the vessels were moored off the coasts of Italy and Greece in 2021.

The long waiting lists have also boosted the secondhand super yacht market as well, with some vessels selling for more than their original cost.

The business is getting bigger and so are the boats, as billionaires vie to outdo each other with their floating palaces. Solaris, which cost $600m, was built last year, and can reportedly accommodate 36 guests in its 18 luxurious cabins as well as 60 crew members. There is a gym, swimming pool, sauna, beauty salon and a jacuzzi. It is said to come with state-of-the-art security including a radar-controlled missile detection system, bulletproof windows and armoured protection. The yacht was spotted sailing up the Catalan coast on Wednesday, possibly on sea trials after its refit in Barcelona, before returning to its moorings.

These yachts are not only hugely expensive to build, they cost a fortune to maintain and crew. On average, owners must spend 10% of the purchase price annually to keep one afloat, which means Solaris has running costs of around $60m a year.

Solaris is just one of Abramovich’s four yachts. The 170-metre Eclipse, currently moored in the Caribbean, is the second largest in the world, after the 180-metre Azzam owned by Khalifa bin Zayed Al Nahyan, president of the UAE. The Eclipse was in the Barcelona shipyard for a refit at the end of last year.

Txema Rubio, MB92’s commercial director, says the yard can work on up to 25 yachts at a time. The average refit costs around €900,000, although in some cases this may rise to as much as €20m.

Despite their vast size, some super yachts travel with a “shadow boat” that carries accessories – such as speedboats, jet skis, cars, helicopters and even submarines – which the owners don’t want cluttering up their showcase yacht.Refits take a minimum of three months, sometimes much longer, during which time the yard may need to accommodate hundreds of crew members.

Part of the popularity of Barcelona as a marina and a super yacht shipyard is that crew get to spend months in one of the world’s most attractive cities while the vessels are moored or in dry dock. If sanctions are imposed, the oligarchs’ crews may find they have a lot more time on their hands.

U.S. Eyes $156 Million Yacht in Dubai Linked to a Russian Oligarch

The U.S. Justice Department is taking steps to seize the Madame Gu, a 324-foot luxury yacht, but it will be diplomatically thorny.

DUBAI, United Arab Emirates — On a clear morning in late October, the jewel-blue hull of the Madame Gu, one of the world’s most luxurious superyachts, gleamed, its aluminum rails shimmering in the sun. Workers on the pier said they had recently seen people painting, cleaning and generally keeping the ship with its helipad and six guest staterooms in pristine condition.

In past years, such a scene would not have been noteworthy. Many superyachts come and go from Dubai’s Mina Rashid Marina, best known as the home of the Queen Elizabeth 2, the trans-Atlantic ocean liner-turned-hotel that dominates the waterfront here.

But Russia’s war in Ukraine has turned an otherwise routine tableau into a diplomatic battleground between the United States and the United Arab Emirates, an important American ally that has established itself as a safe haven for Russian money and assets out of the reach of U.S. sanctions.

The $156 million Madame Gu epitomizes the problem. In June, the United States designated the vessel, which is linked to Andrei Skoch, a Russian steel magnate and lawmaker under sanctions, as blocked property. That means the yacht cannot use American companies for its upkeep, employ U.S. citizens or even use the dollar. The Justice Department is now taking steps to seize the Madame Gu, according to people with knowledge of the plan.

But the United States can’t seize property in a sovereign nation without permission from its government. The Emirates, which has taken a friendlier position toward Moscow, is balking at cooperating with the United States to pursue oligarchs, American officials said. The Kremlin is also using oligarch-controlled companies in the Emirates to acquire war supplies that the West is trying to keep out of Russia’s reach, according to a Western official involved in the sanctions effort against Russia.

Emirati officials did not comment specifically on the Madame Gu but said in a statement that they took their role “protecting the integrity of the global financial system extremely seriously.”

A closer examination of Russian assets in the Emirates shows that even before the war in Ukraine, Dubai had become a playground for Russians with links to President Vladimir V. Putin. At least 38 businessmen or officials with ties to the Russian president own homes in Dubai that are collectively valued at more than $314 million, according to the Center for Advanced Defense Studies. Five of those owners are under U.S. sanctions.

Since the Russian invasion, Dubai has established itself as a safe haven for Russian yachts and aircraft unable to sail or fly elsewhere. After Russian jets were barred from the European Union in late February, the Emirates became the destination for 14 percent of all private flights leaving Russia, up from 3 percent before the invasion.

“It’s frustrating when you see huge assets that are sitting out there and it appears that the country is not cooperating,” said Senator Sheldon Whitehouse, Democrat of Rhode Island, referring to the Emirates. “It would be nice if there were more common cause against Putin while he’s busy shelling hospitals and schools.”

Mr. Whitehouse is sponsoring legislation that would use proceeds of the sales of seized Russian assets to help rebuild Ukraine. Senior officials at the Treasury and State Departments have also complained publicly about the situation.

U.S. officials view the presence of superyachts in places like Dubai and Bodrum, Turkey , as a symptom of wider Russian circumvention of sanctions and continued access to financial markets. Yachts have also come to symbolize the decadence of Russia’s oligarchs, especially at a time when Russian soldiers are scrounging for body armor and sleeping bags on the front lines.

Pursuing the Madame Gu

Built by the Dutch firm Feadship and put into service in 2013, the Madame Gu has a large helicopter pad on its forecastle with a hangar underneath that can double as a squash court when the chopper isn’t on board. The vessel has berthing for 36 crew members, according to one trade magazine.

Mr. Skoch, a member of Russia’s Parliament who is linked to assets worth billions of dollars, according to U.S. court filings, has had sanctions imposed on him twice by the United States, first in 2018 and then after Russia’s invasion this year. The Treasury Department has cited his “longstanding ties to Russian organized criminal groups.”

Mr. Skoch could not be reached and did not respond to messages left at his office at Parliament.

In an interview in October about the government’s broader efforts to go after the assets of oligarchs, Andrew Adams, a federal prosecutor leading the Department of Justice’s KleptoCapture task force, declined to discuss the Madame Gu. But the United States, he said, is warning companies they must not do business with individuals and assets under sanctions. The government, he said, will pursue oligarch-owned assets whose sale could be used to aid Ukraine.

“Where we know there is an asset that can potentially provide significant remuneration for Ukraine, that obviously is an attractive case to pursue,” he said.

U.S. officials are likely to use the case they made for impounding a $90 million Airbus business jet linked to Mr. Skoch in August as a blueprint for seizing the Madame Gu, said people familiar with the plan.

That means investigators will aim to show that the owner of the vessel, or the companies that have been providing services to it, have intersected with the U.S. financial system.

“If there are U.S. dollars or a U.S. nexus associated with supporting this vessel, massive enforcement actions could take place,” said Adam M. Smith, a former official overseeing sanctions at the Treasury Department. Companies that provide support to entities under sanctions could potentially face their own sanctions, said Mr. Smith, who is now a lawyer at Gibson Dunn in Washington.

This year the United States has carried out two high-profile seizures of yachts tied to Russians under sanctions, working with cooperative governments. The $300 million Amadea was taken in Fiji in May and sailed to San Diego under an American flag. In April, the United States worked with Spanish police to seize the $90 million Tango.

A Problematic Partner

Diplomatically, the Emirates has been reluctant to take a clear anti-Russian position when it comes to the war in Ukraine. Sheikh Mohammed bin Zayed Al Nahyan, president of the United Arab Emirates, recently met with Mr. Putin in St. Petersburg, and the Emirati foreign minister recently hosted his Russian counterpart. Yet Sheikh Mohammed has also talked with Volodymyr Zelensky, the president of Ukraine, more than once and recently gave the country $100 million in humanitarian aid.

The United States has publicly expressed dismay over the mixed messages.

During a visit to Dubai in June, Wally Adeyemo, the U.S. deputy treasury secretary, warned of the need for vigilance and proactive steps in combating Russian evasion. That same month Barbara Leaf, the State Department’s under secretary for Near East Affairs, said at a congressional hearing that regarding the Emirates, she was “not happy at all with the record at this point” on sanctions enforcement. Mr. Adeyemo reiterated his concerns in a meeting with Emirati officials in October in Washington.

A senior State Department official said in a statement to The New York Times that the agency continues “to reinforce the importance of conducting enhanced due diligence to prevent sanctions evasion and investigating allegations of such activity” to the Emirates.

The Treasury Department declined to comment on the Madame Gu or the relationship with the Emirates.

Last month, the Treasury Department announced it had placed sanctions on an Emirates-based company, Constellation Advisors Ltd., that the American government said was operating on behalf of a nephew of another Russian oligarch, Suleiman Kerimov. Mr. Kerimov, according to American court documents, was the owner of the Amadea superyacht .

American officials are also worried the Russian government is using the Emirates to acquire military supplies for its war in Ukraine. On Nov. 15, the Treasury Department imposed sanctions on two Emirates-based transportation firms that had worked with another Iranian firm under sanctions, which in turn had helped transport drones and personnel from Iran to Russia.

Moored in Dubai

Based on a recent visit to Dubai’s Mina Rashid Marina , where the Madame Gu is moored, it is clear that international companies are playing a critical role in its care.

The Emirates-based company DP World, through its subsidiary P&O Marinas , oversees the pier where the Madame Gu is moored. Employees from another DP World subsidiary , World Security, staff the small guard box at the entrance. That makes DP World, which is owned by Dubai’s royal family, potentially vulnerable to American sanctions.

DP World “fully complies with all applicable local and national laws and intends to continue doing the same regarding the Madame Gu and other vessels utilizing our services,” said Adal Mirza, a spokesman for the company. He added that DP World had not yet heard from the United States or other countries that had placed Mr. Skoch under sanctions, including Britain and the European Union.

A generator set that dock workers said in late October was powering the Madame Gu — two container-like structures near its stern — bore the distinctive orange logo of Aggreko , a British company. The generator set was connected to the superyacht by thick cords; one of the containers was emitting grayish exhaust.

At the Mina Rashid Marina, soon after Aggreko was contacted by The Times, workers removed the generator. “Having identified that the generator was being used to power a vessel that is allegedly connected to a sanctioned person, we immediately terminated this rental and have since recovered the generator,” the company said in a statement.

Mr. Mirza, the DP World spokesman, said the Aggreko generator had been replaced with one from a local supplier.

P&O Marinas arranged for the diesel generator to provide power for the Madame Gu because that part of the pier, a holding area, has no shore-supplied electric power, said a port official in Dubai, who spoke on the condition of anonymity because he is not authorized to talk to the press.

“At the end of the day, if the U.A.E. hasn’t imposed sanctions, it’s not really their job to enforce other countries’ laws within their borders,” said Nabeel Yousef, a Washington-based partner at the law firm Freshfields, where he runs the sanctions practice. Nevertheless, “companies should not take comfort in the fact that their country has not imposed sanctions,” he added, “because even the smallest connection to the U.S. can lead to U.S. penalties.”

There has also been a notable absence onboard the Madame Gu in recent weeks: a flag. Unlike other ships moored nearby, including the Quantum Blue, a superyacht linked to the billionaire Sergei Galitsky, the Madame Gu appears to be stateless, apparently having been deflagged by the Cayman Islands.

Cayman Islands officials didn’t respond to an emailed inquiry about the ship’s status.

If DP World were to face fallout from U.S. sanctions enforcers, it wouldn’t be the first time the company has been the focus of attention in Washington. In 2006, DP World was seeking to manage some terminal operations at six American ports but dropped out of the deal after a bipartisan uproar in Congress.

Russia's Black Sea Fleet Problems Keep Getting Worse

I n stark contrast to Ukraine's grinding, painful efforts to restrain Russia's march westward in eastern Ukraine, Kyiv is plugging away at Moscow's valuable Black Sea Fleet with stunning success.

Ukraine's military suggested that three of Russia's vessels—two large landing ships, plus a possible hit on a reconnaissance vessel Ukraine has previously targeted—could have been impacted by Ukrainian missile strikes on the Crimean port city of Sevastopol late on Saturday.

Russia has attempted to fortify its Black Sea bases against Ukrainian drones and missiles. It has wielded decoys to confuse Kyiv's operators, British intelligence assessed last week, and Moscow has announced it will beef up the protection around its fleet with large-caliber machine guns to shoot down incoming naval drones before they strike Russian vessels.

But its adaptation has been slow—very much to the Black Sea Fleet's detriment, argued Marina Miron, a post-doctoral researcher with the War Studies Department at King's College London.

The Black Sea Fleet has only had a limited role in supporting Moscow's invasion of Ukraine, and remains the "prime vulnerability" for Russia's military, she told Newsweek .

In the latest of Ukraine's strikes, Kyiv said on Sunday it had attacked two of Russia's large landing ships, the Yamal and the Azov , and a communications hub in Sevastopol, as well as other unspecified infrastructure facilities. Open-source intelligence accounts and Russian military bloggers reported that Ukraine had used Western-supplied air-launched Storm Shadow and SCALP cruise missiles to strike the Crimean port.

A total of 18 missiles rained down on Sevastopol, with Russian air defenses managing to intercept 11 of them, according to independent Russian outlet, Astra.

In an updated statement on Monday, Kyiv's military intelligence agency said it had attacked one of Russia's ship repair plants in Sevastopol, where the Yamal was docked. The landing ship is in a "critical" condition, with a hole in its upper dock, the GUR said in a statement.

"We can confirm that both landing ships were damaged," said Captain Dmytro Pletenchuk, a spokesperson for Ukraine's navy, according to Ukrainian media. "One of them immediately went for repair."

A third vessel may have been caught in the weekend's attacks, Pletenchuk said. Kyiv is verifying whether Russia's reconnaissance ship Ivan Khurs may have sustained damage on Saturday, Pletenchuk said. The vessel was "likely" damaged, the spokesperson told the United States-backed Radio Free Europe/Radio Liberty.

Two missiles struck the Ivan Khurs , Astra reported, citing anonymous sources. Russian authorities in Crimea had reported a "massive" missile strike on Sevastopol on Saturday night. Russia's Defense Ministry did not respond to a Newsweek comment request.

The Ivan Khurs carried equipment used to coordinate and carry out operations with Russia's warships and aircraft, retired Ukrainian Navy Captain Andrii Ryzhenko told Newsweek . It is one of two of this type of reconnaissance vessel, Miron added.

The extent of the damage to Russia's Black Sea Fleet vessels has not been verified, but the strikes nonetheless reflect a pattern of Ukrainian successes in targeting Moscow's assets around Crimea.

Back in December, the U.K. Defense Minister, Grant Shapps, said the Kremlin had lost 20 percent of its Black Sea Fleet in the previous four months. In the first few months of 2024, Ukraine has taken out a litany of vessels, including a missile-armed corvette, several landing ships and a patrol ship.

Russia has now lost upwards of a quarter of its combat ships and boats in the Black Sea, Ryzhenko said. Russia's fleet is still capable, he said, but the looming threat of Ukraine's naval drones has herded the vessels into the confines of its bases.

Ukraine's missile and drone strikes are not just limiting the vessels to their bases, but to bases far from Ukraine's littoral waters. Moscow has relocated assets to Novorossiysk, a port city perched in internationally-recognized Russian territory and further east in the Black Sea.

Reports have also suggested the Kremlin is planning a new military base at the port of Ochamchire in Abkhazia , a breakaway region of Georgia. This would put Russian Black Sea assets even further from Ukraine's coastline.

The British Defense Ministry evaluated last week that Russia had likely restricted most of its operations to the eastern Black Sea. With Ukraine's strikes continuing to damage both the vessels and Moscow's dominance of the western Black Sea, its not clear how well Russia will be able to preserve its Black Sea Fleet from Ukraine in the next few months.
